Main Purpose of Job

The purpose of this position is to provide supervisor oversight for the DORS's Administrative Accounts Payable Unit and the Accountant II position that over sees the Maryland Business Enterprise Program for the Blind (MDBEP). To direct the audits of the MDBEP, assure the timely payments of administrative invoices, and to assist the Fiscal Director in completing all required federal reports and to assist with all agency wide audits.

POSITION DUTIES

MBEP

Provide supervisory and managerial oversight of the Accountant II for the Maryland Business Enterprise Program for the Blind, assuring the execution and record keeping of the vending machine commissions, quarterly benefit payments to license managers. Monitor commission deposits to assure proper and accurate recording of all deposits. Manage and monitor the collection federal payments to the MDBEP for federal civilian and military Teaming contracts.  Oversee the resolution of payment discrepancies from Federal agencies and the FMIS reclassifying journal entries of the same revenue and the distribution to the licensed manager and Teaming Partner. Providing guidance as necessary to Accountant II Monitor the payroll and related business returns for the MDBEP managed vending facilities, including sales and payroll tax reporting and bank account management.  Review the work of the Accountant II for the monthly revenue and expenditure report. Review the necessary documents in preparation of the MDBEP annual audit.  Review and sign employee time sheets, prepare and present staff PEPs and handle employee counseling and disciplinary measures in accordance with State, MSDE, and DORS policies.  

Accounts Payable

Supervise the Administrative A/P group. Assure that payments are made in accordance with State standards; Investigate and resolve payment irregularities, follow up of Administrative & Aware vendor payment inquires. Process credit card journal entries for the DORS Administrative Credit Cards and, review purchases to assure compliance with the Comptrollers Credit Card policy manual. Work in conjunction with DORS procurement unit to review proper credit card purchases Review and sign employee time sheets, prepare and present staff PEPs and handle employee counseling and disciplinary measures in accordance with State, MSDE, and DORS policies.  

Federal Reports, Budget, and Audits

 Assist in the preparation of the quarterly, semi-annual and annual federal reports to assure that they are filed accurately and on time. Assist in the preparation of the DORS annual budget, including all required supporting document submittals. Assist in the preparations of all necessary documents for outside auditors. Assist in program reviews of other organizations and other assign accounting duties as needed. 

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.

Experience: Four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

Notes:

1. Candidates may substitute a Bachelor’s degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing for the required education.

2. Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

3. Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.

4. Applicants may substitute one year of professional auditing experience for one year of accounting experience.

5. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Accounting Officer classification or Financial Management specialty codes in the Accounting field of work on a year-for-year basis for the required experience and education.  

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding the qualifications. ·       

  • One year of experience in FMIS and how the system functions with the ability to generate reports for tracking of revenues and expenditures.        
  • State of Maryland experience with working with internal and external auditors.        
  • Experience with excel or other accounting software.        
  • One year of supervisory experience.       
  • Experience with State accounting controls and 2 CFR 200 (Federal Uniform Guidance).
