Main Purpose of Job

This position functions as the Deputy Director of the Behavioral Health Administration’s (BHA) Finance and Fiscal Management Office. With the Director, this position supports BHA through budget development, expenditure control, accounting, reporting, and monitoring. It plays a significant role in fiscal compliance/audit activities by developing, implementing and maintaining effective internal controls to ensure the accuracy and reliability of fiscal practices, management, and records. This position is instrumental in protecting fiscal resources from fraud, waste and abuse. It provides direction and oversight to address the need for financial information, procurement, monitoring of contractual obligations, strategic planning, and assistance in the resolution of technical issues and problems. It directly oversees the areas of Finance, Grants, Procurement and Compliance – it will be instrumental in developing robust compliance oversight to ensure fiscal accountability.

The Finance and Fiscal Management Office manages a budget of approximately $418 million and a staff of approximately 25 professional staff.

MINIMUM QUALIFICATIONS

Education:   A Bachelor's degree in accounting, finance, auditing or comparable fiscal concentration from an accredited college or university. 

Experience: Five years of experience performing general accounting, budgeting, grants management or financial and compliance audits is required.  At least three yeas of the required experience must have involved the supervision of accountants or fiscal staff.   

Notes:

1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement.

2. Candidates may substitute the possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a Master's degree in accounting from an accredited college or university for one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in a fiscal related field for the experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate will have experience in federal fund accounting and/or federal grants management.  Candidates should be proficient in Excel.
