Introduction
The Office of the Secretary/Internal Audit is accepting applications for the position of Fiscal Services Administrator II. This recruitment will be used to fill current and future vacancies for this position/function. The resulting cert list will be maintained for one year. Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job
The Fiscal Services Administrator II serve as the Director of Internal Audit Services within the Office of the Secretary providing overall direction and oversight to the agency’s internal audit operations. The incumbent in this position will be responsible for supervising audit services staff, as well as, managing a full range of audits including elements for financial, compliance, economy and efficiency, program results and attestation engagements. Duties and responsibilities include but are not limited to planning, directing and coordinating planned internal and external audits; preparing written communication necessary to audit work; presenting oral communication necessary to audit work; and engaging in analytical and critical decision making necessary to conduct audits. This position will be assigned special projects and investigations on behalf of the agency Secretary. In addition, the incumbent in this position will serve as the liaison with external auditors, Office of Legislative Auditors, and Federal Auditors.
The incumbent in this position may perform duties in other areas of that state. Employees that drive a state vehicle must maintain a driver’s license valid in the State of Maryland with no more than 5 points on their driver’s license.
This is a Management Service position and serves at the pleasure of the Appointing Authority.
POSITION DUTIES
The following duties are examples of assignments performed by the incumbent in this classification. It is not a total comprehensive list of duties, nor is it restrictive regarding job assignments:

Establishes, implements and enforces auditing standards, programs and procedures;

Designs, implements and evaluates the financial auditing activities in accordance with pertinent laws, rules, regulations, policies and procedures;

Plans, coordinates, supervises and evaluates the work of internal auditors;

Conducts conferences with auditee as needed to discuss or resolve complex audit findings;

Directs special audits and investigations as required.
MINIMUM QUALIFICATIONS
Education: Possession of a bachelor's degree from an accredited college or university in Accounting, a degree in Business Administration with a concentration in Accounting, or a Bachelor’s degree with 30 credits in accounting that qualifies the candidate to sit for the CPA examination.
Experience: Six years of professional experience in managing and administering multiple audits; supervising internal auditing work for a full range of multiple audits including elements for financial, compliance, economy and efficiency, program results and engagements. Three or more years of this experience must have been in a supervisory/management capacity.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate has the following:

Willingness to represent the Office of the Secretary/Internal Audit Services at public events;

Ability to analyze situations, programs and problems, and recommend creative solutions;

Be a Certified Internal Auditor and/or a Certified Public Accountant.
LIMITATIONS ON SELECTION
LICENSES, REGISTRATIONS AND CERTIFICATIONS
Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
