Introduction

The Department of Information Technology was created by 2008 legislation in an effort to consolidate state agency information technology functions and policies into one department; elevating the department to one that reports directly to the Governor.

In addition to its larger statewide role, the Department of Information Technology manages Information Technology and Telecommunication services within the agency itself and provides support to state agencies, the Executive Office of the Governor, the Governor’s coordinating offices, and a variety of independent agencies within the Executive Branch.

Striving to provide the highest level of customer service to its internal and external customers, the Department of Information Technology supports Maryland agencies and commissions through its leadership and strategic direction for Information Technology and Telecommunications, establishing a long range, target technology architecture, encouraging cross agency collaboration and advocating best practices for operations and project management.

Main Purpose of Job

This position serves as Lead Functional Analyst of the Application Support team for the integrated statewide FMIS financial system. This position is responsible for resolution of level two (2) and level three (3) user support and supplying updates, related to that support, within the Information Technology Systems Management (ITSM) platform, ServiceNow. The position is responsible for maintaining knowledge of the features and functionality of the statewide FMIS application, applications maintained in support of FMIS and general business and accounting practices. This position is responsible for analyzing user requests, solving system problems and processing user requests into system design specifications under the guidance of the team supervisor. This position is also responsible for assisting the team supervisor in the recruitment, training and performance monitoring of the functional staff.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems.

 Experience: Two years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms.

 Notes:

 1. Graduation from an accredited high school or possession of a high school equivalency certificate and two additional years of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms may be substituted for the required education.

 2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Our Preferred Candidate Will Have the Following:

 

Demonstrable financial background, preferably governmental accounting,

 

Proficiency in ADPICS and R*STARS,

 

Knowledge of FOCUS, with the ability to write/execute simple FOCEXECs.
