Main Purpose of Job

ImmuNet, Maryland’s Immunization Information System (IIS), serves as a central repository for health care providers to exchange immunization data, in order to provide or coordinate health care for their patients. This position will ensure that providers who administer vaccines in Maryland report them to ImmuNet in a complete and timely manner. This position will also conduct outreach to providers who have stopped reporting, or to correct any reporting issues.

Additionally, this position will provide data and system support, in order to ensure optimal ImmuNet quality that will benefit authorized users. This position will function in an interdisciplinary team environment, with the expectation that the incumbent will consistently treat customers, co-workers and other partners with dignity and respect; create and maintain a work environment that is welcoming and respectful of diversity; and, model professional behavior.

POSITION DUTIES

The major duties and responsibilities for this position include the following:

a. Provider Reporting to ImmuNet

This position will monitor incoming HL7 vaccine data for errors and issues from providers’ Electronic Health Record (EHR) systems, as well as investigate the cause(s) of the errors and issues. He/she will conduct outreach to the data sender(s), in order to correct errors and issues, including those which have dropped from reporting. This position will also assist with the onboarding of new providers and validate their HL7 messages.

b. ImmuNet Data Quality and System Improvement

This position will use ImmuNet provider report cards to work with the data sender(s), in order to improve the quality of their submitted vaccine data. He/she will also resolve data discrepancies and duplicate records in ImmuNet, and perform User Acceptance Testing (UAT) for system changes and updates. Additionally, this position will develop and plan long-range quality improvement operational goals, as well as participate in calls, meetings and workgroups to improve IIS quality.

c. Tier 2 Helpdesk Support

This position will assist the Tier 1 Helpdesk Support for ImmuNet users, as needed, by creating ImmuNet accounts; assisting users with navigating ImmuNet functionalities; generating patient records, as requested; training users; and, reviewing/updating user guides.

d. Application of Policy

This position will interpret policies and procedures, and apply this knowledge when handling customer issues. This position will be expected to maintain the security and confidentiality of data at all times.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology, or a related field, with specific coursework in the structure and use of automated information systems.

Experience: One year of experience providing problem analysis and ongoing user support; coordinating system development and implementation; and, training users on the functionality of applications for agency or Statewide systems housed on mainframe computers or large client server platforms.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate, and two additional years of experience providing problem analysis and ongoing user support; coordinating system development and implementation; and, training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms, may be substituted for the required education.

2. Experience responding to, and resolving, help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database, or other applications, may be substituted on a year-for-year basis for a high school education.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience using healthcare or public health applications and/or systems, in order to improve their data and system quality. He/she should also have experience using HL7 messages and data exchange/interoperability.
