POSITION DUTIES

The Maryland Immunization Registry (ImmuNet) serves as a central repository for health care providers to exchange immunization data, in order to provide or coordinate health care for their patients. This position will provide information, technical assistance and user support to ImmuNet users. This position will typically be the first contact many external partners have with the MDH Immunization Program area. This position will also function in an interdisciplinary team environment, with the expectation that the incumbent will consistently treat customers, co-workers and other partners with dignity and respect; create and maintain a work environment that is welcoming and respectful of diversity; and, model professional behavior.

The major duties and responsibilities for this position include the following:  

a. Technical Assistance/User Support. This position will communicate regularly with ImmuNet users to assist in the creation of ImmuNet accounts; help users navigate ImmuNet functionalities; and, generate patient records, as requested. Based on feedback from users, this position will identify areas for improvement in the system and test system changes.

b. Provider/Organization Information Management. This position will assist with keeping provider information up to date, as necessary, to identify, contact and link providers to data provider enrollment and data reporting; help with training; update training materials and customer service user guides, based on provider needs; and, communicate with appropriate ImmuNet staff regarding specific providers’ requests or issues.

c. Application of Policy. This position will interpret policies and procedures, and apply this knowledge to handle customer issues and maintain security and confidentiality of data at all times.

d. Data Quality Resolution. This position will provide support for many data quality activities, in order to benefit authorized users of the data. Some activities include resolving duplicate records or resolving data discrepancies by comparing data files and contacting users for information, as necessary.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology, or other related field(s) with specific coursework in the structure and use of automated information systems.

Experience: Six months of experience providing problem analysis and ongoing user support; coordinating system development and implementation; and, training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate, and two years of experience providing problem analysis and ongoing user support; coordinating system development and implementation; and, training users on the functionality of applications for agency or statewide systems housed on mainframe or large client server platforms, may be substituted for the required education.

2. Experience responding to, and resolving, help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database, or other applications may be substituted, on a year-for-year basis, for a high school education.

3. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in the Cyber and Information Systems classifications or Cyber and Information specialty codes in the Information Technology field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience in a healthcare or public health setting, including familiarity with healthcare or public health information systems. He/she should also have experience communicating with, or training, healthcare providers on application functionalities, as well as experience identifying, reviewing and testing application and/or system changes.
