Main Purpose of Job

The Office of Health Care Quality (OHCQ) is the agency within the Maryland Department of Health (MDH) that is charged with monitoring the quality of care in Maryland’s health care facilities and community-based programs. OHCQ is an agent of the Centers for Medicare and Medicaid Services (CMMS), and is the designated State survey agency in Maryland. OHCQ issues licenses which authorize the operations of a business in Maryland; recommends certification to CMMS, thereby authorizing participation in the Medicare and Medicaid programs; conducts surveys to determine compliance with State and federal regulations; and, provides technical assistance and education to providers, consumers and other stakeholders.

This position will inspect, assess and evaluate the quality of care and life provided to residents in Long-Term Health Care facilities in Maryland, with a primary responsibility for the evaluation of the residents’ overall health and well-being. This position will also be responsible for the assessment and evaluation of residents’ rights, as well as their activities/social participation, sanitation, infection control, and food and dietary services.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree in Nursing or a related field from an accredited college or university.

Experience: None.

Notes:

1. Candidates may substitute two years of experience as a Registered Nurse for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Nursing classifications or Nursing specialty codes in the inspection of health care facilities and program field of work, on a year-for-year basis, for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have professional experience as a Registered Nurse. He/she should also have experience making decisions regarding a long-term care setting and the determination of a facility's compliance with federal regulations. 

Additionally, the desired candidate should have experience accurately documenting deficient practices within a care facility. Lastly, the desired candidate should have experience conducting surveys.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for positions in this classification must possess and maintain a current license as a Registered Nurse from the Maryland State Board of Nursing.

2. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
