The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.
Free parking is available to the Department's employees on site at the present time; however, please be advised that this is subject to change. The Department is also accessible by MARC, WMATA, and other public transportation options.
POSITION DUTIES
This position will serve as the Energy Compliance Officer. The incumbent for this position will be responsible for assisting in the oversight of all the Housing and Building Energy Programs (HBEP) for analyzing data, managing and accounting of expenditures for sub grantee program fund allocations as well as servicing as the liaison between the Energy Programs and the Division of Finance and Administration.
In addition, the incumbent will prepare, distribute and manage the contract process between the State and local agencies and private contractors for the Housing and Building Energy Programs. The incumbent will be responsible for working with management staff to exchange information, influence actions pertaining to the programs, evaluate efficiency of operations and interpret and apply policies regarding program operations. Finally, this position will also process invoices for the Housing and Building Energy Programs.
MINIMUM QUALIFICATIONS
Education: A bachelor's degree in business administration, construction management, finance, economics, accounting, real estate, architecture or any other related field.
Experience: Four years of experience evaluating the risk involved in granting single family, multifamily and commercial loans, government assistance programs, and or construction management
Notes:
1. Additional experience described above may be substituted on a year-for-year basis for the required education.
2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in loan specialist classification or loan specialist specialty codes in the loan specialist field of work or as a non-commissioned on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS

Proficient knowledge of Microsoft Office Suite (Word, Excel and PowerPoint)
Experience with Energy Efficiency Programs
Experience with Financial Reporting
Knowledge of Financial and Accounting Practices
Experience Managing program budgets
