Main Purpose of Job

This position will support the activities of the Public Health Services Office of Provider Engagement and Regulations Office of the Prescription Drug Monitoring Program through the intermediate level of work providing statistical analysis of a range of State databases. Analyses will primarily serve to better understand Maryland's substance use, addiction, and overdose trends, and to inform the development, implementation, and evaluation of State and local initiatives. This position will support public health surveillance and programs both within OPER/PDMP and across Public Health Services, and will facilitate data interchange between State agencies; use SAS or analogous software to identify trends; develop surveillance reports that visually display and analyze geographic and other surveillance data; provide scientific advice and technical assistance to stakeholders and outside partners with respect to surveillance and other epidemiologic data and evaluation expertise; and analyze data to help develop and evaluate public health programs and their impact. This position will also provide data management, analysis and reporting services for the PDMP and overdose prevention data activities, including analyzing practitioner licensing and PDMP registration data; developing and implementing data analysis tools to identify PDMP data quality issues to be addressed through dispenser outreach and education; development of PDMP data analysis methods; support building out additional unsolicited notification reports, including linkage of PDMP and overdose data to drive fatal overdose notifications; and tracking controlled substance dispensing trends and developing public health surveillance protocols.

MINIMUM QUALIFICATIONS

Education:   A Master’s degree in the field of Public Health from an accredited college or university with a minimum of three graduate courses in Epidemiology and one graduate course in Biostatistics.

Experience: None.

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Science classifications or Clinical Lab, Medical Scientists, or Bio Medical Lab Officer specialty codes in the health research field of work on a year-for-year basis for the required education.
