The Housing Economic Research Office support the mission of the Department of Housing and Community Development by providing housing, demographic and economic data with analysis/reporting to support the Governor’s agenda and its partners to finance housing opportunities and revitalize communities for Maryland citizens to live, work and prosper.

LOCATION OF POSITION

The Department of Housing and Community Development Headquarters is located in Prince George's County across from the New Carrollton Metro stop.

Free parking is available to the Department's employees on site at the present time; however, please be advised that this is subject to change. The Department is also accessible by MARC, WMATA, and other public transportation options.

POSITION DUTIES

This position works within Research as a Junior Business Data Analyst. Candidate will serve as the main point of contact (POC) between Research and IT for the ongoing development and completion of Data Warehouse called DIPPER. Position will be responsible for initial reviews of ETLs from source data into DIPPER as well as program data reconciliation in comparison with those in the DIPPER.  

The Junior Business Analyst will be the initial and main point of contact for incoming/outgoing data for the Department. The incumbent will extract, scrub and analyze the Departments data for program reporting as well as from a myriad of relevant data for Economic, Housing and Demographic data as needed for analysis and reporting.

The Junior Business Analyst will be responsible for the extraction and update of all data sets such Moody’s Economy.com, Decennial Census, American Community Survey, CHAS and HMDA, PUMs, CoreLogic Market Trends and Trac data monthly, quarterly and annually for Shortage Report, Penetration Reports and other reports as required.

The incumbent will assist Senior Analyst and Senior GIS Specialist with data sets required for all standard reporting for Research as well as for working in coordination with Director to update Annual Report tables, Economic Impact worksheets and uploads for Clean Data.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Two years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

  1. Intermediate to advanced operation with Microsoft Office, particularly, Access and Excel;
  2. Knowledge/Experience with GIS software;
  3. Knowledge of SQL, Python and data visualization tools (PowerBi, Tableau) a plus;
  4. Experience working with ETL (Extraction, Transform, Load) Tools a plus;
  5. Experience working with OLAP (Online Analytical Processing) Tools a plus;
  6. Experience working with Housing Data;
  7. Bachelor’s degree in economics & finance a plus.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training, and experience related to the requirements of the position. BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program (the Program), have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a temporary/contractual employee who has worked 106 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
