Introduction

The Maryland Department of Labor, Division of Workforce Development and Adult Learning is currently recruiting for Job Service Specialist III Reemployment Workshop Facilitators  for the local American Job Centers throughout Maryland. This is a State-wide recruitment and the resulting eligible list will be used to fill current and future vacancies throughout the State. The list will be valid for one year.  All persons interested in this classification should apply at this time.

Main Purpose of Job

Reemployment Workshop Facilitators will be responsible for workshops for profiled claimants and other qualified job seekers to enhance job seeking skills and to lessen the duration of unemployment. The Workshop Facilitator will also work at the advanced level of working with employment and training services, job seekers and workforce development partners to provide the highest level of services that will support the economic stability of the labor force, business and the community.

POSITION DUTIES

Duties include, but are not limited to, facilitating workshops by:

 •Planning job search workshops and preparing and  organizing materials with that will be presented on a regular basis to profiled Unemployment Insurance claimants and other qualified job seekers

•Conducting workshops to improve attendees' job search techniques and enhance their employability

•Downloading attendance roster and/or rescheduling customers for future classes based on responses from workshop attendance letters

•Documenting results or workshops using the automated data system. 

MINIMUM QUALIFICATIONS

Education:   Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience in the field of workforce development involving conducting interviews with persons seeking employment and providing assistance to employers needing qualified personnel to fill vacancies.

Notes:

1. Candidates may substitute additional experience in workforce development taking job orders from employers, conducting job-ready interviews, registering job applicants, verifying job referrals, conducting vocational placements, performing unemployment adjudications, or appraising job applicants for employability on a year-for-year basis for the required education.

2. Candidates may substitute education at an accredited college or university at the rate of thirty credit hours for one year of experience for up to two years of the required experience.

3. Candidates may substitute active duty military recruiting experience or career counseling experience on a year-by-year basis for the required education or experience.

SELECTIVE QUALIFICATIONS

At least one year’s experience developing and facilitating presentations to large groups on workforce and/or business development topics.

DESIRED OR PREFERRED QUALIFICATIONS

Three years customer service

Demonstrate the ability to speak, read and write Spanish fluently.

 Knowledge and/or experience of Workforce Development Programs

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (MDOL/DUI) to determine whether any monies are owed to MDOL/DUI as a result of an unemployment insurance over payment and/or fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

All information concerning the qualifications, including any required documentation (diploma, transcript, certificate, etc.) must be submitted and received by the closing date. Information submitted after this date will not be considered. Applications that meet minimum and/or selective qualifications will be referred to the hiring unit for interview selection. Units will select those candidates most closely demonstrating the qualifications for interview.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

 Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
