Introduction

This is a position specific recruitment for the Maryland Department of Natural Resources, Finance and Administrative Service unit. This recruitment will be used to fill current vacancies for the position and may be used to fill future vacancies in the same classification/function. Future vacancies may also be filled via other recruitments. The resulting eligible list will be maintained for one year.

Main Purpose of Job

The Department of Natural Resources (DNR), Finance and Administrative Services unit, is currently accepting applications for a Procurement Officer II. To ensure appropriate and consistent application of Code of Maryland Regulations (COMAR) Title 21 regulations and Department of Natural Resources policies are followed by DNR unit level staff. Act as the Minority Business Enterprise (MBE) Liaison for the Department of Natural Resources. This includes the coordination of the Small Business Reserve Program (SBR), and Veteran-owned Small Business Enterprise Program (VSBE). Assist with the preparation of reports required by State of MD entities. Provides lead level work in the procurement of equipment, services, construction, supplies, and other needs which must be obtained through competitive procurement process, negotiated procurement process and other procurement methods. The incumbent will also provide agency procurement technical interpretation, instruction, guidance and assistance in accordance with State laws and regulations.

POSITION DUTIES

Duties include but are not limited to:
- Provides supervision for a Procurement Officer I, reviewing for final approval of all operating and capital procurement requests for proposals/competitive sealed proposals, invitation for bids, grants, maintenance, construction and memorandum of understanding contracts totaling approximately $47.2 billion in both multi-year and annual contracts.
- Manage and prepare the annual operating budget for the Procurement and Accounts Payable staff.
- Serves as a member of the DNR Procurement Review Group regarding commodities and service contracts. - Review the award and selection of vendors.
- Resolve bid irregularities, contract disputes, protests or appeals.
- Utilize the ADPICS portion of FMIS purchasing system to create and approve various types of documents.
- Evaluate vendor performance as related to the stipulations of contract documents.
- Assist with financial close-out in the review of contractual encumbrances and implementing change orders to ensure encumbrances meet General Accounting Division guidelines.
- Serve as Minority Business Enterprise (MBE) Liaison Officer, which includes; attending meetings and preparing both monthly and annual reports.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university.
 
Experience: Three years of experience in contract management or procurement involving duties such as: soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.
Notes:
1. Candidates may substitute professional contract management or procurement experience on a year-for-year basis for the required education.
 
2. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the required education.
3. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year of the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Experience using ADPICS and FMIS.
Supervisory experience.
Experience with Maryland State procurement laws, regulations, policies and procedures.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2.  Employees in this classification who have not already done so must obtain and possess certification as a Procurement Professional Certification from the Maryland Department of General Services within one year of appointment.

SPECIAL REQUIREMENTS

IF THE ENCUMBENT IS NOT ALREADY IN POSSESSION OF THE PROCUREMENT PROFESSIONAL CERTIFICATION FROM THE MARYLAND DEPARTMENT OF GENERAL SERVICES, THEY MUST ACQUIRE CERTIFICATION WITHIN ONE YEAR OF THE PROGRAM ACTIVATION.
