Main Purpose of Job

This position manages procurement of all Office of Home Energy Programs (OHEP) contracts and agreements; conducts fiscal and contractual monitoring of energy vendors and local agencies; prepares written reports to document contract compliance by the State, local agencies and vendors; assists in the preparation of state and federal plans to secure annual program funding; acts as vendor relations manager for bulk fuel vendors and utilities; initiates processing of local agency vendor contracts, modifications and renewals.

POSITION DUTIES

Acts as a liaison between the local vendors and bulk fuel dealers as necessary; monitors vendor activities and adherence to State policy and procedures; prepares various monthly legislative and analytical reports; attends appropriate hearings and work group meetings as it relates to vendor issues; assists and conducts monitoring visits to local bulk fuel vendors and local OHEP administrative agencies; reviews OHEP's contract development, procurement and budget proposals with all 24 counties and external vendors; manages, evaluates, analyzes and monitors contracts agreements and Minority Business Enterprise (MBE) compliance; provides customer service to both internal and external customers that meets or exceeds the standards set by the Department.

Conducts on-going monitoring and evaluation to ensure compliance with fiscal and contractual obligations among participating OHEP agencies and energy vendors; drafts analysis of findings and submits recommendations of corrective action needed to ensure compliance with contract; manages and monitors OHEP's approximately 200 home heating suppliers and updates this information in OHEP's data system; conducts annual evaluation and analysis of suppliers' information; performs annual review and updates of suppliers agreements and site visits as necessary to ensure compliance with state and federal regulations and policies; ensures proper handling and storage of refund checks for audit purposes; prepares requisition and approves invoices for program expenditures; reviews local agency expenditures for compliance of contracts prior to release of funds; and performs other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.

Experience:Two years of experience in contract management or procurement involving duties such as : soliciting, evaluating, negotiating and awarding contracts and ensuring compliance with governmental procurement laws, regulations and conditions.

Notes:

1. Candidates may substitute professional contract management experience or professional procurement experience, on a year-for-year basis, for the required education.

2. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the required education.

3. Candidates may substitute additional graduate education at an accredited college or university, at the rate of thirty credit hours for each year of the required experience.

4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required experience and education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. Employees in this classification who have not done so already must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.

The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
