Main Purpose of Job

The main purpose of this position is to learn to procure all equipment, commodities, and service under the Department's delegated authority in order to meet the operation needs of the Department. Procurements are conducted and performed in accordance with the State Finance and Procurement Articles and the Code of Maryland Regulation Title 21.

POSITION DUTIES

Primary Duties

1.) Procurement Activities-Learn to procure all commodities, equipment, and services for the various institutions and department of the Agency. The procurement activities are as follows:

  • Learns to review and analyze purchase requisitions submitted electronically and determines the most appropriate procurement method to b utilized, such as competitive sealed bid or multi-step bid, competitive sealed proposal, sole source, and/or emergency.
  • Understands the process and the compliance regarding  the social economic policies and regulations such as designate procurements to e procure through the proffered provider programs such as Maryland Correctional Enterprise, Blind Industries, and Community Services Providers (MD Works). Learn to evaluate and designate specific procurements to be designated to the Small Business Reserve Program, and assigned Minority Business Enterprises/ Veteran Small Business Enterprise goal and /or sub-goals to procurements as deemed necessary.
  • Learn to research and develop contract specifications including performance and acceptance standards, minimum qualification of bidders, and payment terms for procurement of services and commodities.
  • Learn to develop and prepare written procurement determinations for procurements per COMAR requirements sole source determination, emergency declarations, rejections of bidder(s) and/ or bids.
  • Learn to solicit evaluate, and award procurements through the utilization of the State's electronic bid board-
  • e-Maryland Marketplace.
  • Learn to develop and prepare solicitations to be advertise, Conducts pre-bid/proposals, site inspections and conferences on advertised solicitations. Prepares and issue meeting summaries and addenda.
  • Learn to review, evaluate, and recommend contracts to be awarded based on bid openings and subsequent analysis. Conduct public bid openings and evaluates bids for responsiveness and responsibility.
  • Responds to inquiries form various sources regarding procurements.
  • Learn to conduct market research for specification development, pricing, resources, and alternative solutions for requests.
  • Understand the compliance and adherence to the State finance and Procurement Articles, (COMAR) and the Board of Public Work Advisories.
  • Initiates and input purchase orders, Change orders, modifications, and contract release through the Financial Management Information System (FMIS) regarding procurements.
  • Process Corporate Purchasing Card (CPC) requisitions using an assigned purchasing card, as well reconcile monthly statements in accordance with the Comptroller Credit Card manual.

2.) Contract Administration Functions"

  • Ensures contact compliance by both the vendor and the institutions.
  • Oversees and authorizes invoice payments.
  • Evaluates contract performance and deliverables are being met.

 

MINIMUM QUALIFICATIONS

Education:    A Bachelor’s degree from an accredited college or university.

Experience:  None.

Notes:

1. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the required education.

2. Candidates may substitute professional contract management experience or professional procurement experience, on a year-for-year basis, for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required education. 

DESIRED OR PREFERRED QUALIFICATIONS

1.Experience with Public Procurement

 2.Experience utilizing a computerized accounting system.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1.  Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2.  Employees in this classification must obtain possess a certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.
