POSITION DUTIES

This position serves as Bureau Director for the Bureau of Population Health, directing overall activities and budgets of the bureau’s six programs (Health Promotion, Cancer Control, Community Engagement, Communicable Disease, Adult Evaluation and Nurse Monitoring and Emergency Preparedness). Establishes and evaluates goals of individual programs and the ensures necessary standards and controls are in place for programs to meet goals. Establishes overall policies and procedures for the bureau, oversees implementation and approves revisions. Specifically directs the activities of the health promotion, cancer control and Community Engagement programs. This position identifies gaps and services needed to improve and inform population health strategies. This position promotes the work of the bureau through frequent contact with departmental leadership, staff and external partners and agencies. Provides oversight to bureau’s budget of $5 million which includes 25 grants.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.

Experience: Six years professional experience in health services, three years must have been in Health Services professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions and four years must have been at the managerial or supervisory level.

Notes:

1. Candidates may substitute the possession of a Master’s degree or Doctorate degree in a health or human services field from an accredited college or university for up to two years of the required general experience.

2. Candidates may substitute the possession of a Bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

Desired qualifications:
- Experience using data to guide program planning decisions
- Experience directing or managing public health programs, especially in the area(s) of Health Equity, Social Determinants of Health, Chronic Disease Prevention, Cancer, Injury prevention
- Experience and Knowledge of engaging community to improve health outcomes
- Experience managing budgets
- Experience with writing grants
- Supervisory experience
- Strong writing and communication skills
