Main Purpose of Job

The mission of the Maryland Department of Health (MDH)'s Prevention and Health Prevention Administration (PHPA)'s Infectious Disease Prevention and Health Services Bureau (IDPHSB) is to reduce the transmission of HIV and to help Marylanders living with HIV/AIDS have longer and healthier lives. The IDPHSB ('Bureau') is dedicated to primary and secondary prevention of HIV transmission in Maryland. In partnership with impacted communities, the Bureau develops, funds and evaluates effective Adult Viral Hepatitis, Sexually Transmitted Infection (STI), and HIV prevention and treatment programs. The Bureau also provides training, support and technical assistance, in order to develop the capacity of agencies and individuals to successfully deliver those interventions and services.

In partnership with other IDPHSB offices and centers; public and private sector partners; and, impacted communities, the Center for Harm Reduction Services administers the Overdose Response Program, which provides community access to the overdose reversal drug Naloxone and authorizes new Syringe Services Programs which provide sterile injection equipment to people who use drugs. The Center works with local health departments, law enforcement agencies, nonprofit organizations, and other partners to build capacity for, and in support of, harm reduction programs. 

This position will be responsible for increasing buy-in from public safety officials, such as law enforcement and emergency medical services, for the implementation of harm reduction programs, such as Naloxone distribution, syringe services, and diversion models. This position will accomplish this by engaging public safety partners and coordinating with them, as well as with the Maryland Department of Health, to create sustaining programs and partnerships. To this end, this position will identify law enforcement champions; build up local trainer candidates; create and provide training opportunities; and, develop guidance for new public safety programs.

Additionally, this position will provide technical assistance to existing programs, as well as work closely with staff members of the Center for Harm Reduction Services, to align their efforts and connect to the ongoing stakeholder outreach and capacity development efforts. Furthermore, this position will coordinate with existing federal grant programs which include priorities of public safety partnerships.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree from an accredited college or university in Nursing, Social Work, Psychology, Education, Counseling, or a related field.

Experience: Five years of professional experience in health services, two years of which must have been in professional clinical or administrative work in health or medical services, in areas other than Mental Health, Developmental Disabilities or Addictions.

Notes: 1. Applicants may substitute a Master’s degree from an accredited college or university in a health or human service field for one year of the required general experience.

2. Experience in the option must be as follows: professional clinical or administrative work in health or medical services, in areas other than Mental Health, Developmental Disabilities or Addictions.

3. A Bachelor’s degree from an accredited college or university in another field, plus one additional year of professional experience in health services, may be substituted for the specific degree.

4. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Care Administration classifications or Civil Affairs Specialist specialty codes in the health-related field of work, on a year-for-year basis, for the required experience and education.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this, or other, State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract, and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. 

You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
