Main Purpose of Job

The Equity Specialist provides program and functional support for statewide activities that address and/or promote fairness in decision making and equitable delivery of services to youth. This position also participates in the planning, implementing and monitoring of equity and reform innovations, including staff training and presentations, interagency and community partnerships, etc. The Equity specialist receives general supervision from the Director or Assistant Director of Equity and Reform.

POSITION DUTIES

The Equity Specialist plans, updates and delivers Entry Level Training on national best practices and reforms adopted for local and state implementation. This position assists the Director in the planning and delivery of equity-specific training content through topical research, content review and materials development. The Equity Specialist will also review policy to identify barriers and opportunities for equity in operations and decision making. This position will also develop and submit website content specific to equity and reform projects and prepare and submit budget reports on grant funded projects. This position requires moderate travel in and out of state to community programs, juvenile residential facilities and special training events.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree in the social or behavioral sciences or criminal justice from an accredited four year college or university.

Experience: Three years of experience providing case management or resource specialist services to emotionally or socially maladjusted, delinquent, victimized or exceptional juveniles in a community or residential setting.

Notes:

1. Candidates may substitute possession of an Associate of Arts degree in the social or behavioral sciences from an accredited college or university and two years of experience providing direct services to children in a community or residential setting for the required education.

2. Candidates may substitute possession of a Master’s degree in the social or behavioral sciences from an accredited college or university for one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Correctional Institution Administration classifications or Correctional Institution Administration specialty codes in the Miscellaneous Occupations field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

1. Willingness to travel statewide 
2. Two years of the above experience must be designing and delivering training and professional education content using innovative teaching and assessment strategies (e.g., e-learning) to engage a diverse group. (e.g., staff, clients, community members, etc.).
3. Knowledge of the barriers to racial and gender equity in the juvenile justice system.
4. Ability to review, analyze, and interpret data and policy.

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator’s license valid in the State of Maryland.
