POSITION DUTIES

This position will research, develop, write, edit and generate written technical specifications for complex Medicaid-related requests for proposals. This position is an advanced level of work writing IT specifications and advanced planning documents. This position will be responsible for writing IT specifications in a clear and concise manner to ensure that technical specifications and requirements are properly included in departmental solicitation documents. In addition to developing technical specifications, this position will be responsible for contract formation, evaluating, negotiating, awarding contracts, and managing resulting contracts subsequent to award through the competitive procurement process as permitted by COMAR Title 21 State Procurement laws, departmental policy and procedures. Additional responsibilities of this position include:  serve as technical writing expert in development of RFP, IFB, RFI, PORFP, and or TORFP related IT projects, lead collaboration efforts with departmental program representatives in the development, writing and editing of solicitation documents, IT specifications, scope of work activities, contract modifications, and contract renewals, independently plan, develop, and conduct complex procurement activities consistent with policy and procedures of the department, regulations, and procurement law and track the development of technical material from the initial draft to final approval and publication, organize and create technical documents from notes, meeting minutes and whiteboarding sessions, provide administrative support and procurement guidance to departmental programs as required to facilitate the solicitation and award of state contract, conduct agency pre-bid or pre-proposal conferences, determine basis for award and evaluation criteria, conduct bid openings for competitive procurements, negotiate the most favorable prices, terms and conditions for competitive procurements, evaluate contractor’s performance against terms and conditions of contract and recommend corrective action, meet with upper-level management, vendors, and other information technology staff to discuss and resolve problems and issues, prepare statistical and narrative reports of contract management activities and special projects, and post notice of procurement opportunities and award on established eCommerce website following contract award.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes: 1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have a Bachelor's Degree in Technical Writing, Communications, English, Journalism, Business Administration or business discipline with ability to write and produce technical content, experience  communicating and translating communication and documentation needs to business and technical teams, experience in government procurement and contracting, experience in the design and maintenance software development related to product documentation and communication and experience researching, writing, reviewing and editing technical documents with understanding of key business processes associated with Medicaid information systems.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
