POSITION DUTIES

This position is responsible for performing as a Lead to a designated team of Licensing Specialists. The incumbent must have a background in leading a team of employees in the areas of fraud, financial, and other investigations. The incumbent will possess proficiency in report writing, oral presentations and testifying in fact based proceedings to include Commission hearings, appeal hearings and court proceedings.

The duties of this position include, but are not limited to:

  • Conducting comprehensive investigations as required to provide recommendation to the Lottery Commission regarding applicant approvals, license revocation; and inclusion of individuals on the Mandatory Exclusion List;
  • Examining FBI and CJIS reports and available databases to determine an applicant’s suitability for licensure;
  • Maintaining a working knowledge of Maryland Gaming Laws, COMAR and VLT Division policies that govern the investigation of an applicant’s licensure;
  • Interviewing applicants, references, and other relevant parties as part of the investigative process determine license revocations;
  • Analyzing financial documents, accounting records, bank statements, business records, public records, tax records and other relevant information to confirm the financial suitability of an applicant;
  • Testifying during administrative hearings and court proceedings; and
  • Traveling within Maryland, throughout the United States as well as abroad to complete investigative assignments as required.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Prior experience conducting background investigations for gaming licensing
  • Prior experience testifying in administrative and court proceedings

LIMITATIONS ON SELECTION

This recruitment is limited to current employees of the Maryland Lottery and Gaming Control agency.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
