Introduction

The Water and Science Administration, Wetlands and Waterways, Tidal Wetlands Division is recruiting for a Natural Resources Planner II. This is a position specific recruitment for the Maryland Department of the Environment.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting cert list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

Main Purpose of Job

The mission of the Water & Science Administration of the Maryland Department of the Environment is to restore and maintain the quality of the State's ground and surface waters, protect wetland habitats and manage the utilization of Maryland's mineral resources throughout the State.

This position is directly responsible for the management and implementation of laws, regulations and programs that restore and maintain the quality of surface waters and the protection of tidal wetland habitats and waterways.

The incumbent in this position functions as the lead wetland reviewer for designated counties in the Western Region of the Tidal Wetlands Division of the Water & Science Administration.  Duties and responsibilities are guided by requirements and mandates established in the Code of Maryland Regulations Title 26, Subtitle 24, Tidal Wetlands Regulations; Code of the Public General Laws of Maryland Title 16 Wetlands and Riparian Rights and the Water Quality Certification requirements of the Water Quality Regulations. In this capacity, the incumbent renders permit decisions, represents the Department in a variety of forums, makes recommendations on program development and planning projects, and is responsible for educating and coordinating with other government agencies, other levels of government and the general public.

The incumbent is responsible for the review of regulated activities impacting jurisdictional wetlands, regulated critical area buffer, water quality certification and administering the Army Corps of Engineers Maryland State Programmatic General Permit. This incumbent will also assist in the development and implementation of policies relative to the regulation, management and restoration of tidal wetlands and the Water Quality Certification program.

The incumbent will be required to drive a state vehicle.  If you maintain an out-of-state driving license, you must provide a certified copy of your driving record for the appropriate Motor Vehicle Administration at the time of appointment.  Individuals must maintain a driver's license with no more than 5 points on their driving record in order to drive a State vehicle.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s Degree from an accredited college or university in an environmental science or natural resources planning, management or development.

Experience: One year of experience in natural resources planning or applied environmental science.

Notes: 1. Possession of a Bachelor’s Degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science may be substituted for the required education.

2. Possession of a Master’s Degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, biological, chemical or environmental sciences maybe substituted for up to three years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the  general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education. 

 

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:

- A Bachelor's degree in Wetland Science, Coastal Ecology, Coastal Engineering, Civil or Environmental Engineering, or a relevant Natural Resources degree;

- Experience in applied wetlands or waterway regulation (e.g. 404/D&F, Coastal Zone Management Act, Section 401 of the Clean Water Act, or equivalent);

- Experience in water resource regulation, other than wetlands (e.g. 402/NPDES, stormwater, fisheries, navigation safety or equivalent);

- Experience in designing, constructing, managing, implementing or monitoring projects for wetlands, SAV, EFH or shellfish habitat mitigation or restoration, or for coastal resiliency or sea level rise adaptation, including living shorelines;

- Experience in designing or constructing marine structures (e.g. piers, marinas, shoreline protection structures)
