Main Purpose of Job
The main purpose of these positions is to provide natural resource planning in the Enforcement Division of the Water and Science Administration's Compliance Program. The incumbent in these positions provide general and technical support as enforcement action case planners and principal project managers. The positions responsibilities include preparing litigation packages based on administrative orders or civil penalty assessments and by planning enforcement strategies to enforce water pollution control laws and regulations related to National Pollutant Discharge Elimination System (NPDES)/ State Discharge Permits for municipal and industrial facilities, NPDES Pretreatment, combined sewer overflow (CSO) and sanitary sewer overflow (SSO) programs, sediment and erosion control, tidal and nontidal wetlands, industrial pretreatment, well and septic systems and waterway construction.
Working conditions of this position include:
- Work may involve site inspections to industrial facilities, construction sites, and wastewater treatment plants which may expose the incumbent to conditions that may result in injury.
- Site inspections may necessitate walking over rough terrain in adverse weather conditions, some climbing as needed.
- Site inspections at certain industrial facilities, municipal treatment plants, and construction sites may necessitate the use of personal protective equipment such as a hard hat, respirator, goggles, ear plugs, and safety shoes.
MINIMUM QUALIFICATIONS
Education: Possession of a Bachelor’s Degree from an accredited college or university in an environmental science or natural resources planning, management or development.
Experience: One year of experience in natural resources planning or applied environmental science.
Notes: 1. Possession of a Bachelor’s Degree from an accredited college or university in urban or regional planning, engineering, physical geography, or the physical, chemical, biological sciences and one year of experience in natural resources planning or applied environmental science may be substituted for the required education.
2. Possession of a Master’s Degree from an accredited college or university in natural resources planning, management, administration, development, environmental, urban or regional planning; resources economics or development; environmental system management; water or land resources planning and management; environmental landscape architecture; or the physical, biological, chemical or environmental sciences maybe substituted for up to three years of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the general natural resources management and biological sciences classifications or general natural resources management and biological sciences specialty codes in the general natural resources management and biological sciences field of work on a year-for-year basis for the required experience and education.
DESIRED OR PREFERRED QUALIFICATIONS
It is preferred that the selected candidate has the following:
- Experience with enforcing water pollution control laws and regulations.
- Experience or knowledge related to obtaining, compiling, analyzing, and interpreting data to determine compliance with laws and regulations.
- Experience cooperatively working with a diverse population including engineers, financial analysts, attorneys, local government officials, corporation owners, and the general public.
