Main Purpose of Job

The main purpose of this position is to function as a Health Policy Analyst in support of the Division of Program Integrity in the Office of Eligibility Services overseeing the Payment Review and Corrective Action components of the Medicaid Eligibility Quality Control (MEQC); reviewing claims and ensuring follow through for corrective actions with payments in MMIS; developing and coordinating implementation of corrective action for errors and deficiencies identified during MEQC reviews and other audit finding reviews; analyzing data in support of policies, programs and services; writing JIRAs and other system tickets for enhancements and defect corrections; and preparing and writing materials for the Division Manager as needed. This position staffs the Quarterly Error Review Committee; and, serves on other special and ongoing task forces, workgroups and other essential work teams. This position analyzes, evaluates, researches, develops and monitors health care claims, case reviews and Medicaid program actions, usually in conjunction with other senior staff within MDH as well as other agencies as needed to develop, implement and clarify policy and/or customer service issues.

MINIMUM QUALIFICATIONS

Education:    A Bachelor's degree from an accredited college or university.

Experience:  Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

NOTES:

1. A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for one year of the required experience.

2. A PhD in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Desirable qualifications include experience in Medicaid policy, claims, corrective action or eligibility; data analysis skills and experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
