POSITION DUTIES

The HR Business Operations Specialist is a direct report to the Director of HR & Organizational Effectiveness and will be responsible for performing operational support duties for the optimal function of the HR department. This includes HR strategic planning objectives, creating and coordinating various employee engagement and/or training/development activities, assisting payroll administration, MBE data analysis, reporting, and compliance, and acting as a receiver of purchased goods in FMIS/ADPICS/MITS and other similar systems, and special projects that help the agency achieve its mission, vision, goals, or otherwise contribute to the MHBE 5 Pillars of Excellence.

1. Create and maintain physical and digital personnel files for current and former employees. Maintain and dispose of files/documents as required by law.

2. Respond to routine employee inquiries regarding personnel matters including benefits, retirement, payroll, and other related topics.

3. Act as a subject matter expert in Workday. Acts as an Agency Benefits Coordinator and a Retirement Coordinator.

4 .Serve as the lead timekeeper for the agency. Serve as a liaison between the agency and Central Payroll. 
  
5. Receive MBE reports. Maintain, analyze, and disseminate information accordingly.

6. Create and coordinate employee engagement activities such as monthly all-staff meetings, agency brown bag training sessions, and employee appreciation activities.

7. Perform duties related to receiving purchased goods in FMIS/ADPICS.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular use of independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year-for-year basis for the required education and experience.  

SELECTIVE QUALIFICATIONS

This recruitment is limited to Maryland Health Benefit Exchange employees only

DESIRED OR PREFERRED QUALIFICATIONS

1. Experience working for MHBE.
2. Experience creating presentations.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
