Introduction

The Division of Labor and Industry is accepting applications from qualified applicants to fill current open positions. All candidates must meet the minimum qualifications during the time of applying. Applicants in pool will remain active for one year and be considered as opening occurs.

Main Purpose of Job

This is occupational safety and health consultation work at the lead level in the Division of Labor and Industry. MOSH Inspector IV duties include, but are not limited to: Conducting the most complex or sensitive surveys. Providing technical training at staff meetings. Reviewing survey reports in the absence of the supervisor. Serving as a technical resource to lower-level safety consultants and industrial hygienists.

POSITION DUTIES

Identifies unsafe working conditions to eliminate hazards by performing inspections and compliance assistance in accordance with the Field Operations Manual (FOM).

Directs and trains other OSHCOs in the recognition and documentation of hazards, the application of laws, regulations and standards to reduce workplace injuries and illnesses using on-the-job training in accordance with the FOM.

Prepares and files written and oral reports of inspections and training activities in a logical, concise and effective format to document compliance activities in accordance with Agency policy.

Supports the Regional Supervisor in the conduct of regional administration by conducting informal conferences and case file reviews to support Agency goals in accordance with MOSH policies and procedures.

Manages regional operations in the absence of the Regional Supervisor in accordance with MOSH policies and procedures.

Provides technical support to the public to enhance understanding of workplace hazards in accordance with the FOM.

Performs other duties as assigned by management, including but not limited to, duty officer, performing or attending in-house and/or outside training activities.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of experience in the inspection of work places to ensure compliance and initiate enforcement of state and federal occupational safety and health laws, regulations and standards.

Notes:

1. Additional experience in the interpretation and application of fire, health or safety regulations and the preparation of narrative reports documenting factual findings of inspections or investigations may be substituted on a year-for-year basis for the required education

2. Thirty semester credit hours to include twelve credit hours in construction, engineering, fire, manufacturing or occupational safety and health technologies may be substituted for one year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in General Inspection, Investigation, Enforcement and Compliance classifications or General Inspection, Investigation, Enforcement and Compliance specialty codes in the Inspection, Investigation, Enforcement, and Compliance field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience in public sector inspections.

Experience CCP inspections.

LIMITATIONS ON SELECTION

This recruitment is limited to current employees of the Maryland Department of Labor.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties may be required to possess a motor vehicle operator's license valid in the State of Maryland.

Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (Labor/DUI) to determine whether any monies are owed to Labor/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.
