Main Purpose of Job

This position, which requires current certification as an International Board Certified Lactation Consultant (IBCLC), will provide state-wide coordination and support for, as well as participate in, evaluations of the Maryland WIC Breastfeeding Peer Counselor Program. The incumbent must have demonstrated experience in both breastfeeding management and program management, in order to guide and support staff in the management of difficult breastfeeding issues, as well as develop strategies which will result in the continued improvement of breasfeeding initiation, exclusivity and duration in the WIC population. This position will be expected to work closely with the State WIC Breastfeeding Coordinator, as well as with staff members who provide breastfeeding training.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university in Public Health Education, Community Health Education or Health Science.

Experience: Two years of experience planning, developing, implementing, and promoting health education projects. 

Notes: 

1. Candidates may substitute a Bachelor’s degree from an accredited college or university, with a minimum of 18 credit hours in Public Health Education, Community Health Education, Health Science, or a related behavioral science, and three years of experience planning, developing, implementing, and promoting health education projects, for the required education and experience. 

2. Candidates may substitute a Master’s degree in Public Health, Community Health Education or Health Science for the required education and one year of the required experience.

3. Candidates may substitute a Doctorate degree in Public Health, Community Health Education, Health Science, or Public Health Policy for the required education and experience. 

4. Candidates may substitute U.S. Armed Forces military service experience as a Commissioned Officer in Health Educator and Community Health classifications, or Health Educator and Community Health specialty codes in the Public Health field of work, on a year-for-year basis, for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have Peer Counselor Program management experience. He/she should also have technical lactation management experience, as well as professional experience associated with a Maryland WIC program.

The desired candidate should possess certification as an International Board Certified Lactation Consultant (IBCLC) and be expected to maintain this certification throughout the duration of employment in this position. 

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
