The Maryland Department of Labor is accepting applications from all qualified applicants for the position of Administrative Specialist III. This position requires the analysis, development, and implementation of complex professional oversight processes.

Main Purpose of Job

This position is Administrative Specialist for the Maryland Board of Cosmetologist and acts as back-up for the Board of Barbers. This position requires the analysis, development, and implementation of complex professional oversight processes.

POSITION DUTIES

Duties of this position include, but are not limited to:

  • Acts as Administrative Specialist for the Board of Cosmetologist and acts as back-up for Administrative Specialist for the Board of Barbers. Duties include, managing the agenda, documenting decisions, preparing follow-up correspondences, and composing concise minutes of the board meetings. Position is responsible for providing all materials necessary for Board decisions and discussion; responsible for communications with all professionals, complainants, and individuals testifying before the Boards. Executes and communicates all Board actions including request for information, approvals, denials, and disciplinary actions for professional practices.
  • Performs verifications of licensure and examination for licensees to be sent to other States, including researching automated records, internet and archives.
  • Answer walk-in, telephone and e-mail inquiries from professionals about the status of their application, their eligibility for licensing, and requirements to the laws and to provide appropriate forms. this entails making independent decisions based on the policies, laws, regulations and best practices of the Board of Barbers and the Board of Cosmetologist. Monitors and resolves customer issues and problems with app for licensing filed over the Internet and telephone; provides direst in-person support to licensing applicants and consumer visitors to the office.
  • Conduct purchase requests and tracking of supplies and service for the unit.
  • Process incoming mail for the entire unit and other duties as assigned by the Assistant Executive Director.
  • Serve as receptionist for the unit, greeting public and government employees and officials.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: Two years of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.

2. Candidates may substitute a Bachelor’s degree from an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required education and experience.

Professional oral and written communication skills

Bachelor's Degree Preferred

Excellent Excel, Word and Google Suite Experience

Experience working with complaints and/or investigations

Excellent Customer Service Experience

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (LABOR/DUI) to determine whether any monies are owed to LABOR/DUI as a result of unemployment overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment.

EXAMINATION PROCESS

The examination for this recruitment will be an evaluation and rating of the information provided on your application. Health Benefits

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave Benefits

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
