Main Purpose of Job

The main purpose of this position is to assist local department administration and case management staff in achieving a 50% Federal Work Participation Rate and maintaining 100% Universal Engagement Rate. Critical to this purpose is monitoring and tracking of the local department's success in having Temporary Cash Assistance (TCA) recipients participant in work activities, identifying the systematic and individual reasons why participation is not occurring and the recommendation to senior management of effective strategies (such as operational changes and/or procedures) to ensure an on-going work participation rate of 50% or greater. It is of importance to note that Maryland must meet a statewide participation rate of 50% or greater to avoid Federal penalties and/or sanctions that could be as high as $34 million per year.

POSITION DUTIES

Monitors and tracks performance of service delivery vendors and local department staff who are responsible for working activities. Keeps local department administration apprised of vendor performance and the status of program participants. At all times, the incumbent will provide customer service to both internal and external customers that meet or exceeds the standards set by the Department.

Reviews and analyzes weekly and monthly reports from the WORKS System of customer status received from the Agency vendors and work program staff. Reviews vendor contacts to ensure that services are provided to meet the needs of the recipients and are designed to ensure that the local department or office meets the required participation rate.

Monitors vendor services and performing through a variety of means including on-site visits to ensure compliance with the contract and with work participation requirements, policy and law. Monitors vendor and case manager compliance adherence to all data entry and reporting procedures. As required, develops corrective actions plans and an assessment of training needs.

Monitors and track all data engagement reports (WORKS, CARES, Data Watch, Quality Control and others) that impact FIP Performance Measures and compliance with Work Program goal and requirements.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Three years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications and Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education.


SELECTIVE QUALIFICATIONS

One year of experience working in a Family Investment Administration's Work Activity Program.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

The ideal candidate would possess:

1. One year of experience interpreting and applying rules and regulations of the Temporary Assistance for Needy Families (TANF) Program.

2. One year of experience compiling and interpreting reports through the WORKS System.

3. One year of experience using CARES.

4. One year of experience using Microsoft Office Suite Word to create documents and reports and Excel to create spreadsheets and/or G Suite Google Docs and Sheets.
