Introduction

The Department of Labor,(DOL), Division of Labor and Industry is accepting applications from qualified candidates for the position of Administrative Specialist II.  This recruitment will be used to fill current and future vacancies. All candidates must meet the minimum qualifications during the time apply. The resulting eligible list will be maintained for one year after the closing date of the announcement. 

This recruitment is limited to permanent and contractual employees within the Department of Labor only.

POSITION DUTIES

Provides administrative staff support to the Program Manager and Chief Inspectors in the administration of the Safety Inspection Program by managing the coordination of inspections and investigations pertaining to boilers, pressure vessels and related equipment operating at various sites throughout the State, ensuring that these devices are being inspected in accordance with the Annotated Code of Maryland and COMAR regulations through a comprehensive review and analysis of documents submitted identifying staffing patterns and staffing needs throughout the State and assigns inspector work assignments accordingly in the most efficient and cost effective manner.

Provides administrative staff support to the Program Manager and Chief Inspectors in the administration of the Safety Inspection Program by assisting in developing and implementing new and revised policy, procedures and processes consistent with Departmental goals.  

Obtains, analyzes and interprets information submitted from Authorized Inspection Agencies (AIA) and Authorized Third Party Inspectors ensuring compliance with applicable laws, regulations and standards and resolving any problems that may be evident.

Develops statistical reports used by the Chief Inspector and AIA identifying inconstancies in inspection activity, providing follow up ensuring that inconsistencies are addressed appropriately.

Provides other general administrative duties that support the Safety Inspection Program. Receive and distribute mail, expense voucher processing, check payment processing, process citations for boilers, amusement rides, and elevators, customer service; responding to inquiries, mailing inspection notices and certificates.  

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: One year of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above for the required education at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of required education.

2. Candidates may substitute 90 credit hours at an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience working with computers and software, such as Microsoft Office. 

Experience entering data into a database system. 

Experience providing customer service in-person and via telephone. 

Experience handling confidential information

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of unemployment insurance overpayment/fraud. Any unpaid debt may have an impact on whether or not a candidate is offered employment. 

Candidate may be responsible for providing their own transportation as needed to access meetings, remote locations, and job destinations as assigned
