Introduction
Our mission is to proactively reduce disaster risks and reliably manage consequences through collaborative work with Maryland's communities and partners.
NOTE: Position will be required to work in an emergency/disaster capacity according to assignment within the State Emergency Operations Structure (SEOC) and according to the Consequence Management Operations Plan (CMOP). This may involve working 12 hour shifts extended periods of time in support of 24 hour consequence management activities.
The Maryland Emergency Management Agency (MEMA) is the agency of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery. MEMA works to ensure that all Marylanders are prepared, and to make Maryland more resilient. Emergency management project managers support MEMA’s mission by administering projects and programs which ultimately enhance preparedness for all Marylanders.

POSITION DUTIES
- Provide Leadership in the Hazard Mitigation Branch to include leading the daily administrative functions of the Hazard Mitigation Branch and completing delegated tasks from the Hazard Mitigation Branch Manager
- Manage hazard mitigation projects to include task tracking, meeting scheduling, budget monitoring, relationship building with stakeholders, tracking and monitoring progress, and overseeing project staff, both internal staff and contractor teams charged with accomplishing the tasks outlined in project work plans
- Serve as a member project teams to include developing materials, conducting analysis, writing, reviewing, and finalizing project deliverables
- Represent MEMA leadership on issues related to specific projects which may include presenting at conferences, meetings, and participating and/or leading MEMS stakeholder workgroups
- Support MEMA’s internal capacity building and workforce development by serving as a subject matter expert in development of trainings, exercises, and protocols
- Support Maryland’s strategic goals and objectives for homeland security
- Emergency and Disaster response and recovery operations as needed and/or assigned by agency Executive Director, Directors, or Operations Personnel
MINIMUM QUALIFICATIONS
Education: A Bachelor’s degree from an accredited college or university that includes 30 credit hours in Planning, Environmental Science, Environmental Studies, Architecture, Public Administration, Engineering, Geography, Landscape Architecture, Economics, Public Finance, Political Science, Sociology, Regional Science, Information Technology or Urban Affairs.
Experience: Three years of experience in research and planning projects related to the development and use of land, water, transportation, community or natural resources by assisting in obtaining, analyzing and conducting research on demographic, socio-economic, political, cultural, geographic or land-use trends.

1. Candidates may substitute the possession of a Master’s degree from an accredited college or university in one of the specified educational fields for one year of the required experience.*
2. Candidates may substitute the possession of an additional Master’s degree from an accredited college or university in one of the specified educational fields for one additional year of the required experience.*
3. Candidates may substitute the possession of a Doctorate degree from an accredited college or university in one of the specified educational fields for two years of the required experience.*
*Two years is the maximum number of years that may be substituted by education for the required experience.
4. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Logistics, Urban Planning, Architect, Geospatial Intelligence Analyst or Cryptologic classifications; or Logistics, Urban Planning or Architect specialty codes in the Architect field of work, on a year-for-year basis, for the required experience and education.
SELECTIVE QUALIFICATIONS

- 1 year of experience assisting external stakeholders with developing grant applications and/or projects
DESIRED OR PREFERRED QUALIFICATIONS
Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.
- 1 year of experience participating in coordinating inter-agency and intra-department meetings, initiatives, and other activities, as well as identifying public, private, and non-profit partnerships
- 1 year of experience serving as a team leader to guide short and long term projects and initiatives
- Relevant certifications, including Certified Floodplain Manager or Certified Emergency Manager
