Main Purpose of Job
POSITION DUTIES
Duties for this position include but are not limited to:
Conduct the small procurement process to include posting and opening of solicitations.
Create procurement contracts for design and construction in FMIS.
Maintain records, agendas and reports for all actions in a manner in consistent with regulations.
Confer with other administrative officials, program heads, staff specialists or others in order to exchange information pertaining to the program, or interpret policies or offer recommendations.
Prepare the preparation and development of management tools such as procedural manuals, statistical reports, workflow charts, performance measurement criteria or organization charts.
Coordinate interagency transactions and acts as a liaison with officials in other agencies in the State Legislature, the federal government, private industry or local government agencies.
Request rates from the DLLR, provide these to project management staff.
Field any requests from DLLR on issues by coordinating response with the appropriate staff.
MINIMUM QUALIFICATIONS
Experience: Four years of experience performing work at the control agency level involving the preparation, assembly, and processing of procurement related documents necessary in developing procurement contracts.
Note:
1. Candidates may substitute education at an accredited college or university for the required experience at a rate of thirty credit hours for a year of experience.
2. Candidates may substitute U.S. Armed Forces military service experience in Contracting and Industrial Management classifications or specialty codes in the Procurement field of work at a rate of one year of military experience for the required experience.
DESIRED OR PREFERRED QUALIFICATIONS
Strong preference will be given to applicants who possess the following preferred qualifications. Include clear and specific information on your application regarding the qualifications.
Experience with the State of Maryland's Financial Management Information Systems (FMIS).

The examination for this position will consist of a rating of your education, training and experience related to the requirements of the position. Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED. The eligibility list will be valid for one year and may be extended. The list will be used by the hiring authority to select employees for interviews. Eligible lists may be used to fill future vacancies of the same classification.
You MUST possess the minimum qualifications before you may be selected for a State job – Verification will be completed by the appointing authority. If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process. Permanent State employees may also complete necessary experience requirements within six months of the date of an examination. Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week. You must include on your application the time spent on such activity.
