Main Purpose of Job

The main duties of this position involves the review and oversight of environmental investigations and activities associated with federal facilities contaminated with hazardous materials. Departmental support for these activities is provided through the Department of Defense State Memorandum of Agreement (DSMOA) or other federal agency Cooperative Agreements. Employees in this classification are technically competent professionals with the knowledge and experience to manage large and complex remedial projects and administer Cooperative Agreements. The incumbent is responsible for ensuring that State concerns are addressed during technical and geologically oriented investigations and actions. The incumbent is expected to perform in a highly professional manner toward both their federal counterparts and the general public. The position requires the tracking of site activity, ensuring that Cooperative Agreement reporting requirements are met and providing oversight of and support to partnering teams as assigned.  The person in this position is also responsible for preparing or supporting the preparation of Cooperative Agreements, work plans, budget development and fiscal tracking. The work requires the ability to provide technical and regulatory support, guidance and training to support the goals and objectives of the Federal Facilities Installation Restoration Program.  The incumbent of this position must be a citizen of the United States as he/she is assigned duties that require him/her to enter federal facilities where access is restricted.  Duties of this position require the operation of a State vehicle.  The employee will be required to possess a motor vehicle license valid in the State of Maryland with less than 5 points on their driving record. 

During on-site inspections it may be required for the employee to wear personal protective equipment that is appropriate to the particular situation.  This equipment routinely includes hardhats and steel toe/shank shoes, and may be upgraded to include respirators and chemical protective gear according to site specific conditions.  The employee must be able to navigate uneven/wet/steep ground while being exposed to hot/humid or cold conditions.  The person in this position responsibilities include the inspection of actions conducted at sites that are potentially contaminated with hazardous substances.  These inspection are conducted in accordance with the appropriate procedures and regulations, including the requirements described in 29 CFR Part 1910.

The incumbent in this position must be willing to travel overnight to attend meetings within the EPA Region 3 area which includes Maryland, Pennsylvania, Virginia, West Virginia and Delaware.

MINIMUM QUALIFICATIONS

Education:   A Bachelor’s degree from an accredited college or university in Geology, Environmental Geology or a related earth science.

Experience: Three years of experience performing professional geological work.

Notes:

1. Candidates may substitute the possession of a Master’s degree from an accredited college or university in Geology, Environmental Geology or a related earth science for the required education and one year of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in physical science classification or physical science specialty codes in the geology field of work on a year-for-year basis for the required education.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:  
 
  • One year of hazardous waste or geological field work experience; 
  • One year of managing environmental projects for the Federal Government;
  • Experience with explosives or munitions; Experience participating in public meeting.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

2. Depending on the assigned essential functions of the work, employees in this classification may be required to successfully complete and maintain certification as specified in the U.S. Occupational Safety and Health Administration Regulations (Standards-29 CFR) 1910.120 Hazardous Waste Operations and Emergency Response. Information about these regulations is available in the Human Resources Office of the Maryland Department of the Environment or may be obtained at the federal Occupational Safety and Health Administration Website.

SPECIAL REQUIREMENTS

1. Employees in this classification may be required to walk over rough or unstable terrain or over long distances while wearing personal protection equipment such as respiratory protection equipment.

2. Employees in this classification may be subject to ongoing medical testing in accordance with the U.S. Occupational Safety and Health Administration Regulations (Standards - 29 CFR) 1910.120 Hazardous Waste Operations and Emergency Response.

3. Employees in this classification may be subject to call-in on a twenty-four hour basis and, therefore, will be required to provide the employing agency with a telephone number where they can be reached.

SELECTION PROCESS

The Maryland Department of the Environment (MDE) Medical Monitoring Program (MMP) is designed to detect health risks or adverse effects of occupational exposure to hazardous materials and to direct targeted treatment and occupational illness/injury prevention strategies.  MDE employees who may be exposed to hazardous materials are required to participate in a pre-placement, regular and/or post-termination medical examination.  MDE has determined that this position be part of the MMP; therefore, applicants selected for employment must successfully complete and pass the medical monitoring examination as a condition of employment.
