Main Purpose of Job

The main purpose of this full-time contractual position, which will function as a Data Analyst, is to assist the Director of IT and Data by providing statistical and analytical support to the Behavioral Health Administration (BHA), working closely with BHA's Administrative Services Organization (ASO) in data collection, sampling, analysis and reporting as assigned by the Director. This position also monitors the other monthly data sets: ESSENCE, Vital Statistics Administration (VSA) Death data (Overdose/Suicide), HMIS, and other data sets as necessary. This position is tasked with working within large behavioral health data sets for the purposes of querying data, return reports, and providing data infographics when necessary and assists in the preparation of data files and data products in support of the BHA. This position will perform data-related activities and analyses, to provide information and support on relevant system-level issues to internal and external behavioral health stakeholders. This position typically works under moderate supervision for most projects, and may function independently on others-may also be part of a team assigned to advance project outcomes.

MINIMUM QUALIFICATIONS

Education: Possession of a master’s degree from an accredited university with a minimum of nine semester hours, or the equivalent, of graduate coursework in research methodology, theoretical or applied statistics or measurement theory.

Experience: One year of post-master’s experience in statistical research.

Note: Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Statistician classifications or Statistician and Intelligence Officer  specialty codes in the Statistics field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience in one of the following, in addition to interest in behavioral health as it pertains to public policy.

  • Behavioral health research, including design and data collection
  • Ability to work within large data sets
  • Statistical analysis in a research or applied setting
  • Interpretation and formal presentation of data

The preferred candidate should also possess:

  • Proficient skills using statistical software packages such as: SPSS or SAS
  • Experience with G Suite (such as creating/modifying Google forms)
  • Proficiency in high complex functions of Excel
  • Preferred skills with ArcGIS or Microsoft Power BI
  • Data analysis experience

Candidates may remain on the certified eligible list for a period of at least one year. The resulting certified eligible list for this recruitment may be used for similar positions in this or other State agencies.

BENEFITS

Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents. As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits. You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.

Leave may be granted to a contractual employee who has worked 120 days in a 12 month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
