Main Purpose of Job

The Office of Forensic Services at Springfield Hospital Center provides evaluative and consultative services to Courts around the State, in addition to operating in a liaison role with clinical teams at the Hospital regarding legal issues faced by their patients. The role of the forensic psychologist includes conducting evaluations as to defendants’ competency for trial and criminal responsibility, writing reports, testifying as needed in the District and Circuit Courts of Maryland, conducting risk assessment consultations, conducting groups with court-committed patients, representing the Hospital at Statewide meetings and in county-level forensic meetings, representing the Hospital in administrative hearings and teaching/supervising psychology trainees. The Office of Forensic Services supports the mission of the organization through active participation in clinical efforts to provide treatment in a recovery oriented environment. The foundation of recovery oriented environment is respect and a commitment to safety in the least restrictive manner possible.

Some job responsibilities may include, but are not limited to:

  • Performing pretrial forensic evaluations of defendants committed to MDH by the district and circuit courts of Maryland for evaluation/re-evaluation as to competency to stand trial and/or criminal responsibility, including evaluation of dangerousness for incompetent patients. 
  • Preparing for the court/judge opinion letters offering MDH formal opinions as to competence to stand trial, criminal responsibility and dangerousness if the defendant is released from the hospital or confinement. 
  • Preparing comprehensive court reports containing forensic evaluation opinions, updates, reevaluations and risk management consultation. 
  • Directly maintaining correspondence and telephone contact with courts, office of the State's attorney, offices of the Public Defender, with private attorneys and with detention centers and other sources of information needed to carry out the investigative aspects of forensic evaluations, such as interviews of the relatives of a defendant, police officers, victims, etc. 

MINIMUM QUALIFICATIONS

Education:   Determined by the Maryland State Board of Examiners of Psychologists under the licensing requirements for Psychologists.

Experience: Determined by the Maryland State Board of Examiners of Psychologists under the licensing requirements for Psychologists.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Candidates for this classification must be licensed as a Psychologist by the Maryland Board of Examiners of Psychologists prior to permanent appointment to a position.  Applicants who do not have a Maryland license may apply before receipt of the required license but the application will be designated in pending status by the Maryland Department of Health (MDH) Testing Unit.  When the license has been obtained, submit a copy of the license to MDH to remove the pending status from the application.

2. Employees in this classification may be assigned duties that require operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
