POSITION DUTIES

This is an advanced level of professional counseling where knowledge and skill regarding the assessment and treatment of inmates with a serious mental illness is required. Extensive experience in the specialty areas of behavior management and cognitive behavioral treatment is needed. This position applies directly to the mission specific nature of Maryland Correctional Institution – Jessup and the desire to implement effective mental health programming for medium security inmates, who include but not limited to the seriously mentally ill inmates housed on segregation, and the hearing impaired/deaf inmates housed at this institution, designated for the hearing impaired population.

 

Lead in the psychology department
a. Administratively supervise the employees that are contracted to provide outpatient mental health services, focusing on applicable state and federal law as it applies to mental health services, ethical and professional conduct, confidentiality, report preparation, and record maintenance.
b. Provides clinical supervision to interns and practicum students assigned to the facility.
c. Ensures the monthly statistical report is completed and submitted to Headquarters. Ensures the monthly institutional program statistical report is submitted to the Assistant Warden’s Office.
d. Reviews daily change sheets to complete chart reviews of each new transfer.
e. Develops or modifies departmental operating policies and procedures to correspond with the regulations and directives of the institutions and to improve the efficiency of the psychology department.
f. Assists in planning, developing, and revising policies and procedures to improve the effectiveness of the treatment of the seriously mentally ill population on segregation.
g. Reviews 2-24 month release list to ensure that appropriate referrals are made to social work for release planning.
h. Coordinates mental health services with other institutional staff members including psychiatry, medical, custody, social work, addictions, administration, etc.
i. Serves on special work groups as assigned.
j. Participates in interdisciplinary team meetings relative to correctional functions and program development.
k. May speak before professional, educational and community groups to explain the correctional system.
l. May collaborate with other professionals in carrying out research in correctional work.

Functioning as an independently licensed mental health professional, the Mental Health Professional Counselor-Advanced is responsible for providing primary mental health services to inmates within a defined population of a correctional facility. In addition, the Mental Health Professional Counselor- Advanced performs additional duties such as leading other staff in the management of inmates with a serious mental illness. The duties include but are not limited to:
a. Performs mental health evaluations in order to assess inmate’s mental status.
b. Develops and implements behavioral management plans for inmates who are disruptive to the operation of the facility.
c. Develops treatment plans and provides treatment to inmates with significant mental health issues.
d. Provides both group and individual counseling.
e. Performs suicide screening evaluations.
f. Provides crisis intervention.
g. Provides mental health screenings for new transfers referred to psychology by medical.
h. Provides illness/death notifications to inmates with referral from administration.
i. Refers inmates in need of more acute care to SNU and coordinates the transfer of these inmates.
j. Completes pre-adjustment hearing evaluations for competency and responsibility as requested.
k. Provides assessments for the parole commission regarding mental health stability as requested.
l. Maintains proper documentation in accordance with established procedures and protocols.

MINIMUM QUALIFICATIONS

Applicants must meet all minimum (and selective) qualifications to be considered, and to appear on the list of people eligible for hire. Please read all requirements before applying.

Education: Determined by the Maryland State Board of Professional Counselors and Therapists under the requirements for Certified Professional Counselors.

Experience: Two years of experience providing professional counseling to clients with mental health disorders by using assessment, evaluation, intervention, rehabilitation and treatment regimens.

Note:

1. These requirements are established by the Maryland State Board of Professional Counselors and Therapists. The Department of Budget and Management, Office of Personnel Services and Benefits does not have the authority to accept substitutions or equivalents.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Mental or Behavioral Health Counseling classifications or Mental or Behavioral Health Nursing and Specialist specialty codes in the counseling field of work on a year-for-year basis for the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. In accordance with Health Occupations Title 17 and Code of Maryland Regulations 10.58.01.05, candidates placed in this classification must be licensed by the Board of Professional Counselors and Therapists as a Licensed Clinical Professional Counselor.

2. Candidates appointed to positions in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
