LOCATION OF POSITION

MDH/Carroll County Health Department, Westminster, Maryland

Main Purpose of Job

This position will be responsible for assessing, developing, coordinating, and implementing alcohol and drug abuse prevention programs and services for Carroll County, through the Bureau of Prevention, Wellness and Recovery at the Carroll County Health Department. This position will also coordinate activities as the Grant Manager for the Opioid Misuse Prevention Program Grant (OMPP). Such activities will include chairing the Carroll County Opioid Prevention Coalition (CCOPC); completing all required grant writing and reporting; providing community education and outreach awareness; public speaking; conducting focus groups; and, maintaining websites and social media platforms.

Additionally, this position will be responsible for facilitating Mental Health First Aid trainings, as well as for overseeing community capacity building. Finally, this position will incorporate the five-step SPF process (Assessment; Capacity; Planning; Implementation; and, Evaluation), in regards to activities related to prevention services and education. 

MINIMUM QUALIFICATIONS

Education: Completion of sixty credit hours from an accredited college or university, 18 of which are in the behavioral sciences, health services, human services, or education.

Experience: None.

Notes:

1. Graduation from an accredited high school or possession of a high school equivalency certificate, and two years of experience in a community or school-based alcohol or other drug abuse prevention program, may be substituted for the required education.

2.  Candidates may substitute U.S. Armed Forces military service experience as a Non-Commissioned Officer in Drug and Alcohol Counseling classifications, or Mental/Behavioral Health and Drug and Alcohol Counseling specialty codes, in the health-related field of work, on a year-for-year basis, for the required education. 

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should have experience with grant writing and management, as well as experience with public speaking and coalition involvement.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
