Main Purpose of Job

The Maryland Health Care Commission is seeking a qualified candidate for this senior-level management position which will coordinate the administrative operations and be responsible for the management of the Administration Division of the Maryland Health Care Commission. This position reports directly to the Executive Director and directs all Commission administrative functions in the absence of the Executive Director and serves as a secondary Appointing Authority.

The successful applicant will manage and be responsible for:

  • Preparing and overseeing the implementation of the annual Maryland Health Care Commission budget. This entails the quarterly budget projections, preparing budget amendments, approving expenditures, preparing and tracking the Managing For Results, overseeing the fiscal year closeout process, reviewing and approving the monthly FMIS reconciliation of expenditures and revenue collection, coordinating all audit activities and deficiencies from Federal, State and Office of Inspector General auditors, and overseeing the special fund assessment of the MHCC which entails the revenue collection from health care industries.
  • Reviewing, approving and overseeing the procurement process and implementation of all MHCC procurement contracts.
  • Coordinating all personnel functions at the MHCC such as the recruitment of new staff, office reorganizations, approving and preparing job descriptions, overseeing the completion and implementation of the evaluation process of staff, serving as the mediator for disciplinary actions and representing the MHCC at grievance hearings and court cases, and overseeing and handling various other personnel functions for MHCC staff.
  • Overseeing the network operations and supervision of staff of the MHCC.
  • Coordinating and preparing reports to the State Legislature.
  • Preparing legislation affecting the operation of the MHCC and testifying as needed.
  • Reviewing all legislation that impacts health care and administrative activities in the State.
  • Overseeing the operations of the Maryland Trauma Physician Services Fund.
  • Overseeing and coordinating all building maintenance issues and problems.
  • Coordinating all outside Commission related activities such as hearings, Commissioner Planning Sessions and conferences.
  • Supervision of staff of the Administration Division.

The successful candidate must have at direct operational experience with the State of Maryland budget process which includes experience with the State FMIS accounting system, personnel rules and regulations, procurement process, rules and regulations, and the legislative process.

MINIMUM QUALIFICATIONS

Requires a Bachelor’s degree in accounting, finance, business or a related field, and eight years of relevant professional experience specifically focused on preparing agency budgets, directing procurements, and implementing personnel processes consistent with State policies and standards.  Demonstrated leadership, organizational and written communication skills are essential.  Additional experience may be substituted on a year for year basis for the required education.
