Main Purpose of Job

The Maryland Health Services Cost Review Commission seeks a mid-level programmer analyst to provide analytic and programming support to senior-level staff in the Centers for Medical Economics and Data Analytics, Population-based Methodologies, and Revenue Regulation and Compliance. The HSCRC is responsible for developing, refining, and implementing Commission policy geared toward achieving its mandate of providing maximum efficiency and effectiveness at Maryland hospitals and achieving the goals of the Maryland Total Cost of Care (TCOC) Model approved by the Centers for Medicare and Medicaid Services (CMS). This position requires strong quantitative and analytical skills, as well as, strong proficiency in EXCEL. The Commission is an independent agency of Maryland government and is unique in the U.S. because it sets hospital rates for self-pay and commercial patients as well as for Medicaid and Medicare patients as a result of its waiver from Medicare’s Prospective Payment System.

This position will primarily be responsible for:

  • Managing rate setting models and other analytic tools to support regulatory activities of the Commission using hospital claims and financial data.
  • Identifying frequently used financial data; and designing, consolidating, programming, updating and maintaining routine and ad hoc analytical reports and the source data to support staff’s task assignments related to policy and rate setting updates and compliance, etc.
  • Facilitating the sharing and training of the in-house analytical tools among the appropriate staff.
  • Performing claims based analytics to support the HSCRC’s TCOC model monitoring using EXCEL, Visual Basic, SAS and Tableau among other software packages.

MINIMUM QUALIFICATIONS

Bachelor’s degree in Economics, Finance, Accounting, Health Care Policy, Public Policy, Health Services Administration or Research, or Information Technology, or a closely related field with five years of experience involving analytical and quantitative work in analysis of hospital financial data or claims data.  A Master’s can substitute for 2 years of experience. 

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate should demonstrate strong analytical and quantitative capabilities, as well as extensive programming experience in EXCEL or SAS. Working knowledge of Medicare claims data and MD hospital financial data and/or professional certifications in EXCEL or SAS is a plus.
