Introduction
The Maryland Developmental Disabilities Council, a dynamic, statewide public policy and advocacy organization, is hiring a Director of Public Policy Initiatives. The Director will join a small staff and work with a 30-member council and other partners to help advance the organization’s mission and improve policies, programs, and practices that impact the lives of Marylanders with developmental disabilities across the lifespan. The Maryland Developmental Disabilities Council works to eliminate barriers, create opportunities, empower people, and promote innovation. The Council is not a service provider. Main Purpose of Job
POSITION DUTIES
Leads, coordinates, and participates in various initiatives and activities of the Council related to assigned areas of responsibility established in the Council’s State Plan.
Advocates for lasting improvements in policies, practices, services, programs, laws, and regulations that affect people with developmental disabilities and their families.
Stays abreast of current and emerging issues related to assigned areas of responsibility.
As a member of the Council’s public policy team, actively engages in legislative work, including analyzing legislation and departmental budgets and providing written and oral testimony, as well as assisting others to do so.
Represents the Council on committees, coalitions, and commissions to further the Council’s mission and impact public policy and program issues.
Conducts outreach and establishes partnerships with diverse communities to further the Council’s mission and impact issues affecting those communities.
Participates in the design of new initiatives and Requests for Proposals that promote community inclusion and improve supports and services for people with developmental disabilities and their families.
Provides subject matter expertise to Council staff and grantees in collaboration with the Director of Grants and Information Management.
Works on special projects and initiatives to achieve the Council’s State Plan goals and objectives.
Implements communication strategies that provide information, raise awareness of Council priorities and initiatives, and impact and influence issues of importance to the Council.
Assists with the development of the Council’s State Plan and Annual Performance Report. Contributes to Council publications.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Five years of experience in administrative staff or professional work. Three (3) years of this experience must have involved leading initiatives or projects.
Notes:
1. Additional experience in administrative staff or professional work in the field of disabilities or related field or in public policy in any field may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.
