Introduction

The Maryland Public Service Commission is seeking a full-time Executive Secretary.  This is a Management Service position, and serves at the pleasure of the Appointing Authority.

POSITION DUTIES

This position functions as the Chief Administrative Officer of the Maryland Public Service Commission. It oversees daily operation of the Maryland Public Service Commission and is the principal contact for other State agencies, federal agencies, commissions, or companies doing business with the Commission. It serves as Executive Secretary of the Public Service Commission pursuant to §2-104 of the Public Utilities Article of the Annotated Code of Maryland .

The position provides provides regulatory policy guidance to the Commissioners and staff; participates in the development of, and coordinates, the agency's strategic plan; and with the Chairman, schedules the agency's workload. The position serves as one of the policy advisors to the Commission.

The Chief Administrative Officer is responsible for the oversight of Information Technology operations, fiscal and budget operations, personnel management, real and personal property management and acquisition, agency-wide contract negotiation, and other duties as assigned by the Commission.  The position supervises and manages the administration division staff; prepares and executes orders, notices, directives, and official correspondence of the Commission; has responsibility for case management, regulation development and coordination, and tariff maintenance; maintains records of all proceedings, filed documents, regulations, decisions, dockets, and files; maintains the official Commission calendar and coordinates schedules; and prepares agendas for the Commission weekly Administrative Meetings and other internal Commissioner meetings.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four-year college or university in accounting, business, economics, engineering, finance, government, law, or public policy  

Experience: Ten years of utility, energy, or telecommunications regulatory policy experience with state public utility regulatory agency, federal public utility regulatory commission, consulting organization, law firm, or regulated enterprise, including five years of supervisory experience of professional and paraprofessional staff

DESIRED OR PREFERRED QUALIFICATIONS

- Possession of a Juris Doctor degree from an accredited school of law

- Knowledge of electricity, gas, or telecommunications industries; corporate finance and accounting; renewable energy; and an understanding of the manner in which PJM (or an RTO similar to PJM) functions
