Main Purpose of Job

The main purpose of this position is to serve as both a Staff Economist and Budget Analyst with the Department of Budget and Management, as described below:

Economist - The main purpose of this aspect of the position is to monitor and prepare projections of state revenue trends; analyze and estimate fiscal cost of tax legislation affecting state revenues; and provide the Secretary of Department and Budget and Management with economic analysis.

Budget Analyst - This position will also conduct studies of all budget expenditures of Executive Branch units of government and make recommendations to the Secretary of Budget and Management for greater efficiency and economy in those units. This position will analyze and prepare budgets of assigned agencies, and assist in the management of the State's operating budget process. This position has direct responsibility for analysis of operating budgets for agencies it will be assigned.

Candidates must have knowledge of performance budgeting concepts;

Excellent written and verbal communication skills;

Strong analytical abilities, including understanding of mathematical and statistical concepts;

Motivated self-starter;

Ability to work independently, in teams and under pressure; and

Availability to work extended hours as required to meet budget deadlines.

This is a special appointment position that will serve at the pleasure of the appointing authority.

MINIMUM QUALIFICATIONS

Education:  Master's degree in Economics, Business Administration or Public Policy, with course work in economic forecasting/modeling.

Experience:  Budget Analyst I, one year, Budget Analyst II, two years, Budget Analyst III, three years, Budget Analyst IV, five years of experience in budget formulation, accounting, personnel management analysis or administrative work.  One year of this experience must include work in economic analysis or budget planning, formulation, review or management.

DESIRED OR PREFERRED QUALIFICATIONS

Experience using econometric and time series techniques for economic models or forecasts;

Experience collecting and analyzing data;

Experience working in the areas of State government, such as health care financing and  administration, debt management, transportation, retirement systems and pensions, health benefits, primary and secondary education, higher education and community development;

Experience in writing reports and making presentations on budget recommendations to senior departmental management and other executive branch officials; and

Experience with word processing, spreadsheets and database/statistical software.
