Introduction

The Maryland State Retirement Agency administers the Maryland State Retirement and Pension System.  The System is a multi-employer, public employees’ defined benefit retirement system composed of twelve (12) separate retirement and pension systems with over 50 different rule sets, supporting over 400,000 active members, retirees, and beneficiaries.  The Agency is involved in a multi-year re-engineering of its retirement-related business processes, in addition to acquiring and implementing support technologies (e.g., member relationship management, document management, and workflow management) and adapting existing pension administration programs to secure online real-time transaction processing.  In addition, the Agency manages a $52 billion trust fund – one of the largest in the country – which is also undergoing considerable change.  All told, this is an exciting time to join MSRA's technology team in this critical systems development position.

Main Purpose of Job

This position provides senior technical knowledge and support in the Agency's Information Systems Division - a team that enjoys a positive and constructive reputation for getting work accomplished using Agile methods and current toolsets. The incumbent provides specialized expertise in relational database management systems and programming to design, develop, and maintain the pension administration management systems used to support Agency staff, over 130 employers statewide, and pension plan participants. The incumbent also provides IT staff with support in product knowledge, resolving design issues, and general troubleshooting. This position impacts Agency day-to-day operations and has collaborative interaction and visibility at all levels of the organization.

MINIMUM QUALIFICATIONS

Education:  Bachelor's degree from an accredited college or university in Information Technology, Computer Science. Management Information Systems or other technology related field.   

Experience: Two years of experience designing, developing, implementing, maintaining and controlling database management systems.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal applicant should have the following experience:

Experience developing, configuring and administering large relational database systems (preferably MS SQL Server).

Experience maintaining and optimizing MS SQL Server databases.

Training and experience in maintaining IT security at the database level.

Proficiency in developing and maintaining Transact-SQL (T-SQL).

Experience developing, configuring and administering MS SQL Server Integration Services (SSIS) and MS SQL Server Reporting Services (SSRS) implementations.
