Introduction

The Maryland Department of Commerce is seeking qualified applicants for the position of Program Manager – Disruptive Technologies (Administrator V), within the Office of Strategic Industries and Entrepreneurship (OSIE) – Cybersecurity and Aerospace Unit.

This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The Program Manager will serve as the disruptive industries expert for the Department, staying abreast on developing initiatives and working to identify technologies with the potential to impact economic development or in which Maryland may have strategic advantages.  The position will encourage and facilitate new business, ecosystem building, and business attraction, growth and retention.  

POSITION DUTIES

The Program Manager will understand the various components of the industry in Maryland to act early and effectively to foster new businesses arising from such fields as Artificial Intelligence, Quantum Sciences, Blockchain Technology, Virtual Reality/Artificial Reality, 5G Networks, and the Internet of Everything.  This position will conduct customer outreach, identify transformative technology areas in Maryland; identify resource requirements for state investment; connect businesses applying disruptive technologies to resources; help to build forums and networks; assist in creating an industry voice in the state; create and sustain industry groups to advance the Maryland brand, including overseeing the creation of collateral branding materials in the development and deployment of disruptive technologies.  

The selected employee will possess excellent interpersonal skills to work with high level public and private sector officials and maintain effective working relationships; excellent written and oral communication skills; the ability to handle multiple, concurrent and high priority projects; and proficiency with the Microsoft Office Suite for Windows including Word, Excel, Access, and PowerPoint, Google Mail and/or other relevant software.   This position involves travel throughout the State and occasional national and international travel.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree in computer science, information technology or a related STEM field

AND

Experience: Six (6) years of experience in business or economic development or related business and technical experience in a technology field. 

Equivalent combination of education and experience is acceptable:

1. Additional experience as described may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required experience.
