Introduction

The Maryland Department of Commerce is seeking qualified applicants for the position of Economic Finance Specialist I within the Office of Finance Programs’ Small Business Unit. 

This is a Special Appointment position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

The main purpose of this position is to provide finance program assistance to businesses and local jurisdictions, including a distinct focus on Small, Minority and Woman-Owned firms in support of the Department’s economic development objectives.

POSITION DUTIES

Incumbent will evaluate prospects and projects to determine program eligibility and appropriate transaction structure; prepare a comprehensive written analysis and summary of a proposed transaction; present analysis and summary of transaction to appropriate authority for approval; and coordinate the documentation, settlement and disbursement of the approved transaction. This position interacts with customers, industry, other Department personnel, jurisdictions, and other State agencies to facilitate the gathering of project information; works with the Attorney General’s office to prepare appropriate documentation for the approved incentive.  Individual will provide ongoing monitoring of the transaction for performance, creditworthiness, and collection, if necessary.  The selected employee will possess excellent interpersonal, written and oral communication skills; ability to work with high level public and private sector officials and maintain effective working relationships and handle multiple, concurrent and high priority projects.   

Some statewide travel is required.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university in Business, Finance, or a related field

AND

Experience: Five years of experience in administrative staff or professional work. Three years of this experience must have involved commercial banking, underwriting, credit analysis, or related experience.  Equivalent education and experience will be accepted.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.  

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-for-year basis for the required general experience.  

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year-for-year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s).  Describe in detail any job duties relating to the qualifications stated. Please list, if applicable, process experience for each of the positions you held.

Experience in reading, analyzing, and interpreting a variety of financial statements, projections and collateral. 

Experience in conducting analysis, collecting data, and establishing facts.

Familiarity with business accounting and finance.

Proficiency  with Microsoft Office Suite for Windows including Word, Excel, Access and PowerPoint, Google Mail and/or other relevant software.
