Introduction

The Maryland Department of Commerce is seeking qualified candidates for the position of Entrepreneurship & Small Business Outreach Director within the Office of Strategic Industries & Entrepreneurship.  

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

This position is responsible for directing and managing the outreach to Maryland's entrepreneurs and small businesses with a special focus on advocacy, and collaborative partnerships resulting in improving access to information and facilitating the interaction between businesses and resource providers, including but not limited to access to capital.

POSITION DUTIES

The position will work with Maryland’s early stage ecosystem and the resource providers that support it with the goal of attracting and retaining early stage companies to the state.  The constituent members of the ecosystem include but are not limited to entrepreneurs, investors, mentors, tech transfer offices, trade and tech organizations, incubators/accelerators, and professional service providers focused on this community. Incumbent will also be responsible for coordinating the delivery of a broad range of services including general business counseling, referrals to resource providers and mounting small business workshops/seminars/events. Commerce, in collaboration with relevant partners, will determine common obstacles to and opportunities for continued sector expansion, as well as build a cohort of service providers that will in turn engage their in-state and out-of-state clients to consider Maryland as a future destination for business investment and locating.  The position works to link entrepreneur and small business stakeholders to new and existing opportunities and resources that lead to new business formation, market expansion and new job growth. 

The selected candidate will have excellent written, oral communications, presentation, interpersonal skills necessary to work with high level public and private sector officials and maintain effective working relationships. The ability to analyze and recommend financial processes and systems; determine financial solutions; prepare narrative reports and conduct feasibility studies and to handle multiple, concurrent and high priority tasks. Proficiency with Microsoft Suite –Word, Access, PowerPoint, and Excel, Google Mail or other relevant software. 

Some statewide travel is required.

MINIMUM QUALIFICATIONS

Education:  Possession of a Bachelor’s degree from an accredited four-year college or university in Business, Finance, Marketing or related field AND

Experience:  Eight years related professional experience in economic development, business development, small business development/consulting, entrepreneurship, equity investing or other similar experience.

Note: Equivalent combination of education and experience in business, entrepreneurship, business marketing, economics or closely related field will be accepted.  

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants who possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Preferred Qualifications:

1. Experience with small businesses and start-ups and the economic, financial and marketing challenges they face.

2. Possession of an advanced degree or Certified Economic Developer Certificate (CeCD) certification.
