POSITION DUTIES

The Department of Budget and Management (DBM), Employee Benefits Division, is seeking a dynamic individual to serve as the Assistant Director overseeing operations. The Employee Benefits Division is responsible for the administration of the State Employee and Retiree Health and Welfare Benefits Program, providing health and other related group benefits to more than 250,000 State employees, retirees, satellite account organizations, contractual employees, and their eligible dependents. The division manages 16 benefit plans participating in the program with an annual budget of approximately $1.4 billion. In addition, the Division is also responsible for the administration of the federally regulated programs including, but not limited to, PPACA (healthcare reform), HIPAA, HITECH, COBRA, FMLA health benefitissues, and IRC Sections 125 and 129.

The primary focus of this position is the management of benefit program administration including active management of two operational units:  Customer Service and Enrollment. The position is also responsible for the development of standard operating procedures, effective change management and process improvement within the Division in compliance with planning and policy objectives as directed by the Division Director.

Candidates must possess excellent verbal and written communication skills, superior organizational and time management skills and exceptional managerial skills.

This is a Management Service position, and serves at the pleasure of the Appointing Authority.

MINIMUM QUALIFICATIONS

Education:  Possession of a bachelor' s degree from an accredited four-year college or university.

Experience:  Eight years of experience in Employee Benefits plan administration in progressively more responsible roles/positions.  Five years must include experience in a supervisory capacity in Employee Benefits program administration.

Note:

Candidates may substitute additional Employee Benefits program administration work experience on a year-for-year basis for the required education.

SELECTIVE QUALIFICATIONS

Three years of experience in Employee Benefits communications including wellness, website, SPDs, benefit guides, manuals and forms.

Three years of experience in Employee Benefits administration for large employer(s).

Three years of experience with Federal and State regulations including but not limited to COBRA, HIPAA, FMLA, USSERA and IRC Section 125.

Three years of experience with benefit plan funding arrangements, and vendor management.

Three years of experience in Microsoft Word, Excel, Access and PowerPoint.

DESIRED OR PREFERRED QUALIFICATIONS

Certified Employee Benefit Specialist certification (CEBS).
