Main Purpose of Job
The Deputy Director, for Prevention and Local Program Integration within the Office of Population Health Improvement, oversees the design, implementation and ongoing development of state and local public health strategies and programs to address rural health issues and to align local substance use prevention efforts with other local population health efforts. This includes local coalition and capacity building, and facilitating local program efficiencies.
Substance use prevention strategies are population-focused and designed to address social, environmental and individual risk factors, strengthen protective factors, and promote resilience through systematic needs assessment, community organizing and capacity building, adoption and implementation of evidence-based practices and ongoing evaluation. Rural health efforts target the unique challenges of the 19 rural jurisdictions in Maryland related to access to care, provider shortages, substance abuse, and other social determinants of health.
The Deputy Director is responsible for an annual budget of roughly $14.5 million and 7 staff members. Major programs administered by the Deputy Director include SAMHSA Substance Abuse Block Grant Prevention Set-Aside-funded primary prevention initiatives (estimated $6.1 million annually), the Overdose Response Program (estimated $3 million annually), Opioid Misuse Prevention Program (estimated $1.7 million annually), the Maryland Strategic Prevention Framework program (estimated $1.3 million annually), Overdose Fatality Review (estimated $380,000 annually) and others; and the State Office of Rural Health HRSA grant of approximately $180,000 and general funded projects totaling $1.1 million.
The Deputy Director will work across OPHI units to operationalize local program efforts within the prevention framework, rural health priorities and core funding objectives.
MINIMUM QUALIFICATIONS
Qualified candidates must possess a Bachelor’s degree from an accredited college or university and six years of health or human services administration or professional experience, including three years at a supervisory or management level.
A Master’s degree will substitute for one year of general experience, a Doctorate for two years of general experience. Additional experience will substitute year-for-year for the college degree.

Preferred candidates will possess:

Experience in program development, implementation and coordination;

Experience in policy development;

Knowledge of rural communities;

Knowledge of substance abuse prevention strategies;

Ability to manage and interpret data;

Skills in consensus building; and,

Experience in budget/grants management.
