Main Purpose of Job

This position will function as the Deputy Chief of the MDH Central Services Division. This position will oversee the day to day operations of the Central Services Division and direct logistical support to MDH agencies throughout the State to ensure that these agencies receive the functional assistance required to fulfill their respective missions. This support requires interactions with executive leadership at MDH as well as other State agencies, private contractors, and private management companies.

This position assists the Chief of the Central Services Division and directs the Division in the absence of the Chief. The Central Service Division manages MDH's: corporate fleet of vehicles; high volume mail room and warehouse; life safety policies and procedures; building maintenance issues/concerns; space fit-out design and planning; relocation of employees and equipment; and small to large-scale construction and maintenance projects.

This position is responsible for coordinating extensively with 16 large-scale MDH facilities encompassing approximately 5.2 million gross square feet on 1,800 acres of land, the Office of the Chief Medical Examiner that encompasses approximately 120,000 gross square feet, the Maryland Public Health Laboratory that encompasses 225, 000 gross square feet, and 25 leased locations that encompasses approximately 700,000 gross square feet. Responsibilities for the aforementioned facilities include coordination for facility maintenance, implementation and coordination of a shared services initiative, evaluating and designing space for optimal utilization, managing relocations of offices/personnel, and overseeing maintenance and construction projects.

The shared services initiative across all the aforementioned facilities includes managing and overseeing contracts for commodities, supplies, maintenance, and services across these facilities and utilizing expert knowledge to utilize MDH’s bargaining power to modify and redesign procurement practices to ensure the Department is obtaining the best value. This will include regional contracts for the aforementioned services for multiple facilities.

This position requires coordinating with contractors, planning for future development, expansion and investigating availability of suitable space. This position requires: expert knowledge and efficiency in employing best business practices to ensure that the services and processes supporting the organization function properly; a high level of professionalism, integrity, and discretion in handling all duties; capability of managing all facilities efficiently, by being well versed with project management activities, time management and leadership. This position requires accounting and financial analysis, and comfort working in a fast-paced environment that requires excellent communication and interpersonal skills in dealing with a multitude of personnel and vendors. This position is also in charge of logistical support for MDH and satellite facilities in the event of a health emergency in the State.

MINIMUM QUALIFICATIONS

Bachelor's degree from an accredited college or university and six years experience relevant to this position, including three years at a supervisory or managerial level. Additional experience will substitute year-for-year for the college degree.

Master's degree will substitute for one year of general experience and a Doctorate degree will substitute for two years general experience.

DESIRED OR PREFERRED QUALIFICATIONS

The desired candidate should possess the following:

  • Experience in tenant fit-out design and space planning
  • Experience in developing project specifications
  • Experience managing construction and maintenance projects
  • Familiarity with building codes including IBC, life safety, COMAR, and FGI guidelines
  • Familiarity with State of Maryland procurement laws, regulations and procedures
  • Experience managing a corporate fleet of vehicles
  • Experience managing a high volume mail room and warehouse operation
  • Experience reviewing blueprints and construction documents
  • Experience overseeing large-scale enterprise level inventory control systems
  • Extensive experience in overseeing facility operations
  • Experience managing life safety and emergency preparedness for a large-scale operation
  • Excellent writing and communication skills
