Main Purpose of Job

The main purpose of this position is to direct, plan and coordinate payroll operations within the Department of Public Safety and Correctional Services. This position is responsible for processing time and gross payroll for approximately 10,000 employees.

POSITION DUTIES

The duties for this position include, but are not limited to:

· Direct, plan and coordinate payroll operations within the Department. This position is responsible for processing time and gross payroll for approximately 10,000 employees. In addition, this position provides oversight and guidance to regional payroll units in Jessup, Hagerstown, Cumberland, the Eastern Shore, Baltimore and a Towson audit section. The duties include monitoring the activities of the payroll unit to assure compliance with sound accounting practices and segregation of duties.

· Audits payroll documentation and reports from the Workday and other supporting payroll systems in response to employee grievances. Attends and provides testimony at administrative hearings, adhering to labor and union proceedings and appropriate audit protocols.

· Assists with personnel budget projections with the preparation of payroll status reports in overtime, leave, classification studies and other analysis.

· Formulates and implements fiscal policies and procedures in accordance with required laws, policies and procedures and accounting practices for inclusion in the Department's Financial Operations Manual.

· Provides consultation and technical assistance to individual departmental managers and personnel regarding all payroll policy issues.

· Responsible for assuring legislative audit compliance. Develops corrective action plans with assistance from the Chief Financial Officer, Deputy Chief Financial and the Department's Office of Inspector General. Responds to legislative auditor reports and inquires associated with the payroll unit.

· Completes all other duties as assigned as an integral member of the Division of Financial Operations team.

MINIMUM QUALIFICATIONS

Education: A bachelor's degree in Finance, Accounting, Business Administration or other related major from an accredited college or university.

For education obtained outside the United States, you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service.

 

Experience: Five years of Payroll experience to include analyzing payroll transactions, three of which must have included supervision at the management/leadership level.

SELECTIVE QUALIFICATIONS

Intermediate Microsoft Excel experience to include:

· Creating, modifying and formatting charts

· Using graphic objects to enhance worksheets and charts

· Filtering data and managing a filtered list

· Performing multiple-level sorting, use sorting options, and design considerations

· Using mathematical, logical, statistical and financial functions

· Grouping and dissociating data and perform interactive analysis

· Creating and modifying some Macro commands
