Introduction

The Maryland Institute for Emergency Medical Services Systems (MIEMSS) oversees and coordinates all components of the statewide EMS system in accordance with Maryland statute and regulation. This includes planning, operations, evaluation, and research. In addition, MIEMSS provides leadership and medical direction, conducts and supports EMS educational programs, operates and maintains a statewide communications system, designates trauma and specialty centers, licenses and regulates commercial ambulance services, and participates in EMS-related public education and prevention programs.

This position is a Management Service position and serves at the pleasure of the Appointing Authority.

Main Purpose of Job

This position functions as the Agency's Information Security Officer (ISO) and is responsible for the overall development, implementations and maintenance of the Agency Information Security Program (including all media such as hard copy, electronic data transmission, electronic databases, information systems, and communication systems). The ISO oversees the development, implementation and/or enhancement of policies, procedures and practices that ensure compliance with various agency guidelines, and applicable federal and state law. In addition, this position also provides input in technical responses to audit findings, and collaborates with senior level administrators and directors within the agency in order to ensure compliance with MIEMSS and State of Maryland security directives/initiatives. This position is responsible for leading and managing responses to active threats and/or intrusions, and documenting the agency response to active threats. The ISO applies technical experience with security hardware and software systems to perform system configuration/administration duties.

POSITION DUTIES

Develop, implement, and maintain an ongoing catalog of policies, procedures and practices that comply with agency guidelines, and applicable federal and state law for IT security.

Evaluate innovative tools and methods in order to maintain compliance with agency guidelines, and applicable federal and state law.

Maintain an expert level of understanding of the trends in information security.

Review system logs and security reports for security threats/concerns to agency information systems

Advise senior management as to additions and changes required to maintain compliance with appropriate information security practices

Perform Risk Assessments and carry out Authority to Operate (ATO) functions for information systems

Educate staff on the need for compliance to regulations

Evaluate Project Plans with regard to technical and administrative security requirements, strategic planning goals, and associated costs

Respond to active threats/intrusions ad document the agency response to active threats

Assists/lead project management, implementation and maintenance of security related information systems

Purchasing/procuring software and renewing licenses for information security systems as needed

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited college or university in IT Security, Computer Science or a related field.

Experience: Two years of professional experience in information security. At least one year of the experience must include experience using Cisco products.

Note:

A master's degree from an accredited university or college in information security, computer science or related degree may be substituted for the one year of general professional experience in information technology.

DESIRED OR PREFERRED QUALIFICATIONS

Experience with Sophos or similar security products including:

-Web filtering

-Email filtering

-Anti-Virus

-Desktop Encryption

-Mobile Device Management (MDM)

-Wireless

Experience with intrusion including monitoring and responding to active threats

Project management experience overseeing projects to completion

Security Certifications-Examples: CISSP (Certified Information Systems Security Professional) and GIAC (Global Information Assurance Certification).

CCNA certified (Cisco Certified Network Associate)
