Main Purpose of Job

To serve as the agency's Assistant Director for St. Mary's County Department of Social Services, Local Governmental Administration Division. The incumbent in this position would be responsible for all Local Governmental Administration activities, including Finance and Audit, Information Technology (IT), Human Resources, Continuous Quality Improvement (CQI), Procurement, and Fleet Management in order to ensure the effective, safe and efficient use of all material resources in the delivery of quality services to the public; manages the overall function of the agency in the Directors absence; provides excellent customer service to the staff of other Divisions within the agency and to the larger community through effective management of agency resources; and ensures the provision of a safe, secure and comfortable facility.

POSITION DUTIES

Directs critical agency operational functions on a daily basis including but not limited to the activities of Local Governmental Administration. Identifies and acts on opportunities with internal and external partners to improve utilization of resources, and service delivery to customers. Develops and maintains agency policy and procedures relating to Finance, IT, Human Resources, CQI and Audit, Procurement and all Facility Operations, to include maintenance of a safe and secure environment.

MINIMUM QUALIFICATIONS

Education: Master’s degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Procurement, Human Resources Management, Information Technology or other related field.

Experience: Five years of professional management experience in providing problem analysis, problem resolution, coordinating program development and implementation as well as leading change efforts that involve modernization of departments and programs.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to applicants that possess the following preferred qualification(s). Include clear and specific information on your application regarding your qualifications.

Five years in the management of data experience with automated information systems.

Two years of experience in implementation of continuous quality improvement project management.

Current State of Maryland employee with comparable experience.

Willingness to work in St. Mary's County, Maryland.
